OPENING AND ANNOUNCEMENTS
Karen Evans, CIO Council Vice Chair (OMB), opened the meeting
at 2:15pm.
Ms. Evans was attending a meeting with the budget officers.
There will be no more surprises going forward for the CFOs
through building stronger partnerships between the CIOs and
the CFOs. She announced that OMB will be working closer with
the appropriators and Congress on E-gov funding. Linda Springer,
OMB, will attend a CIOC meeting sometime in January.
ELECTION OF NEW CIOC VICE CHAIR
Ms. Evans thanked the Council for their contributing names
for consideration in the election for the new Council Vice
Chair. Mr. Clay Johnson (OMB) could not attend today due to
a schedule conflict. Mr. Dan Matthews (DOT) was recommended
by Mr. Johnson and Ms. Evans to assume the role of CIO Council
Vice Chair. He has the full support of the Transportation
Secretary in pursuing this role. By unanimous thumbs up vote
of the CIOC members present, Mr. Matthews was elected as the
new Council Vice Chair. Mr. Matthews thanked the Council for
the privilege to serve. Ms. Evans passed the gavel to Mr.
Matthews.
VOTING TO APPROVE CIOC CHARTER AND STRATEGIC PLAN
Strategic Plan
The Council discussed the Council’s Strategic Plan
for Fiscal Year 2004. A question was asked as to whether there
should be a public and private version. The opinion was that
the plan should continue to be available publicly as in years
past; however, the final decision is open to discussion.
Some specific changes were suggested for the plan. Those
comments and changes are as follows:
- Page 15, 1st bullet, 2nd sub-bullet
- Need to add a footnote stating that the IT initiatives
do not need to touch citizens.
- Page 17, paragraph 4.3
- Need to add language regarding risk assessments.
- Need to add language that defines what “secure”
means. CIOC should be working NIST and others to determine
and develop the standards for being “secure”.
- Include a sentence about what standards that are
universal across the enterprise
- Page 19, 2nd bullet
- Comment as to how institutionalized virtual hiring
should be since some agencies have very specific hiring
practices, which do not lend themselves well to virtual
hiring.
- Need to consult with OPM on how to bring in changes
in Title V for quicker hiring.
Janet Barnes (OPM) continues to collect comments on the plan.
The plan will be circulated with the additional comments
and changes incorporated for any final comments and changes.
After that circulation a final virtual vote on the document
will take place.
Charter
The Chart was discussed with relatively few comments. It
was suggested that the language on defining members of the
Council include the “Intelligence Community” instead
of the CIA. A discussion took place on how to include lower
level CIOs within the agencies. The general opinion was that
the Council was for the Agency CIO and DCIO to participate
in and that the communication to lower level CIOs was the
CIO’s responsibilities. Steve Cooper (DHS) suggested
that the CIOs establish an agency council for CIOs to bring
them into the discussion.
A unanimous thumbs-up vote approved the Council Charter with
the above changes to the membership language.
E-GOV UPDATE
Dan Chenok (OMB) made his last E-Gov update to the Council.
Next week there will be a meeting with the budget officers
on the pass-back. Discussions will focus on multiple areas
including E-Gov. OMB has been working closely with the budget
officers and will continue to work budget issues. With respect
to the FISMA reports, there will be a focus on agencies that
are furthest away from the 80% certification metric. There
has been significant attention on the PIAs this year particularly
with new systems that are collecting information on individuals.
Many of the 300s are missing PIAs. The E-Gov Act Report, due
on December 15, will be signed by Karen Evans in the next
few days. The final scorecards will be released with the budget
and will include the status scores, which have been held,
as they were considered pre-decisional. Review will begin
in the 2nd week of December.
Mr. Chenok emphasized the CIOs should continue their vigilance
to 508 compliance since it continues to receive a lot of visibility.
Recruitment One Stop needs to be reviewed for 508 compliance
questions. Mr. Chenok thanked Craig Luigart (VA) or his work
on the Section 508 initiative.
The E-Gov fund received $3M in funding which marks the continued
need to share funding of initiatives. Tad Anderson (Stanton_d._Anderson@omb.eop.gov)will
be working closely with Congress advocating for E-Gov. E-Gov
Day will be hosted on the Hill somewhere around the end of
January. The focus should be on what has been accomplished
and what can be accomplished yet with increased funding.
Interagency council funding is still being secured from the
agencies for all three councils and is expected to be a few
million dollars less than last year.
Mr. Chenok thanked the Council for the upcoming luncheon.
He also said that he enjoyed working Ms. Evans and serving
in the OMB for 13 years. Mr. Chenok is taking a position at
SRA. Council members gave a standing ovation in salute of
Mr. Chenok’s exemplary service and for his committed
partnership with the Council.
SMARTBUY UPDATE AND DISCUSSION
Mr. G. Martin Wagner (GSA) provided and update on SmartBUY
noting that negotiations were at a tipping point leading to
success or failure.
There have been some issues getting a complete picture of
how much is being spent on ESRI software. This will force
a return to absolutely known requirements. The hope if for
a good deal, but it may not be as good as that initially envisioned.
The software will be provided through the program office.
A deal is in the works through the Army for Computer Associates
software. No upfront money is required for this deal. PeopleSoft
requires a lot of work yet. One problem that faces the success
of SmartBUY is not knowing what software is being used and
to the extent to which it is deployed.
OPEN SESSION WITH STATE AND LOCAL CIO COMMUNITY
The Council discussed Mr. Bob Haycock’s work with
the states in the architecture arena. He has been working
for 15 months now as the Chief Architect. A good relationship
has been established with the NASCIO architecture working
group. The effort between the CIOC and NASCIO has been to
look for the touch points between the Federal government and
the State governments eventually extending that effort through
to local governments. The goal is to establish a complete
architecture across all levels of Government.
Several projects are underway including one to collect birth
and death information from the states. This project is particularly
important to the SSA in providing important benefits to citizens.
Questions are numerous on how to deal with individual State
laws regulating collection of such information along with
Federal privacy concerns.
Geospatial One Stop can provide the cement that integrates
a number of things since most everything is done in some place.
The idea is to help users find a channel to get geospatial
data not to make decisions. An Intergovernmental Board of
Directors has been established to help manage and facilitate
communications between entities.
Jim Geringer, former Governor of Wyoming spoke to the Council
and guests about integration of systems. He made the point
that there are too many different systems all for their own
purpose that the States must maintain for different Federal
agencies and initiatives. He advocated the Federal government
working to put a single face out to the States. Build channels
for data not necessarily decision-making tools.
