- Unsolicited Proposals
Guidance and procedures for submitting an unsolicited proposal to the U.S Customs and Border Protection(CBP). An unsolicited proposal is a valuable means by which a unique or innovative idea, concept, method, or approach, which have been originated or developed outside of CBP and can be made available to CBP for use in the accomplishment of our missions. The proposal must be prepared independent of Government advice or supervision. Unsolicited proposals are offered with the intent that the CBP will enter into a contract with the offeror for research and development or other efforts supporting the CBP missions. It is the policy of CBP to encourage the submission of unsolicited proposals.

Information concerning CBP Small Business Program requirements and to increase participation and provide maximum practicable opportunities in CBP acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns.
