NOTICE: NEW HEALTH & WELFARE FRINGE BENEFIT RATES

Effective June 1, 2004, the health and welfare fringe benefit rates increase for all Service Contract Act wage determinations. The low level benefit will be $2.59 per hour, or $103.60 per week or $448.93 per month. Also, WHD will continue to issue SCA wage determinations based on the average cost method of compliance.

The high level benefit rate will be $2.59 per hour. WHD will issue the average cost fringe benefit wage determinations only for those contracts where the formerly grandfathered high level benefit rate applied. If you receive a wage determination that does not contain the new health and welfare rate of $2.59, then please make a pen and ink change to the wage determination. If the contract action is in the State of Hawaii, or if there are any questions, please refer to All Agency Memorandum Number 197, or call (202) 693-0073.
