Health Literacy The Center for Quality has the HRSA lead on health literacy, an objective in Healthy People 2010 (HP 2010), the Nation's prevention. HP 2010 defines health literacy as: The degree to which individuals have the capacity to obtain, process, and understand basic health information and services needed to make appropriate health decisions. -- HP 2010: Health Communication HRSA’s health literacy activities assist the Agency in accomplishing its mission: to improve and expand access to quality health care for all. HRSA’s health care delivery sites, along with training and education programs, work to reach out to those with low health literacy skills to improve their quality of life.
