On The Way Federal Court Declares Texas Map Constitutional |

“This is a good decision for Texas,” DeLay said. “The Texas Legislature passed, the Governor signed, the Justice Department cleared, and the federal three judge panel approved a Constitutional congressional map that reflects the way Texans vote. “Our state’s new Constitutional map will establish fairer and more effective representation that reflects the demographics, values, and voting patterns of Texas. I sincerely hope Anglo Democrats will not selfishly deny minorities this opportunity. “By fleeing the state twice, employing numerous stalling tactics and groundless legal action, the Democrats have cost taxpayers untold sums of money. I hope the Democrats are as satisfied with the fairness and finality of this federal court decision as they were after the three-judge panel's last decision,” DeLay added. "This is a major victory for the U.S. Constitution, as it re-establishes the Framers' clear intent that states and not federal judges shall draw federal congressional lines." Two of the judges of the three-judge panel were members of the three-judge panel that drew the temporary map that was operational during the 2002 elections. “The Democrats did everything in their power to try to deny the reality that Texas is a Republican state. The Frost gerrymander of the early 90’s is finally over,” DeLay said. The Almanac of American Politics dubbed the previous congressional map, crafted by Martin Frost (D-Texas), the “shrewdest gerrymander” of the 1990s. The lone dissenting judge in today’s ruling had reservations about a single Republican district.
