The Department of Veterans Affairs (VA) may approve programs offered by institutions outside of the United States when they are pursued at educational institutions of higher learning and lead to an associate or higher degree, or the equivalent. Courses offered by schools in the Philippines are subject to approval by the Director of the Manila Regional Office. The educational institution you plan to attend should be able to advise you if the program you are interested in pursuing is approved for VA training. You must receive individual approval prior to attending or enrolling in any foreign program. Once you have decided on a program, the college or university you have selected may wish to apply for approval, if the program is not currently approved for VA education benefits. We have enclosed a list of information to be included in requests from foreign institutions for approval of programs for training. This information should be furnished to: Director, Education Service (223B), Department of Veterans Affairs, 810 Vermont Avenue, NW, Washington, DC 20420. NOTE: Independent study (distance learning) courses must be accredited by a nationally recognized accrediting association. In the alternative, the course may be approved under the U.S. Department of Education loans and grants programs.
