Contracting Opportunities
The Centers for Medicare & Medicaid Services (CMS) provides direction and technical guidance for the administration of the Federal effort to plan, develop, manage and evaluate health care financing programs and policies. To this end, CMS needs to procure a wide range of supplies and services to support Medicare and Medicaid programs including (but not limited to) the following:

CMS's Small Business Office
CMS has a full time Small And Disadvantaged Business Utilization Specialist (SADBUS) located in its Acquisition and Grants Group. The SADBUS is the Agency's focal point for ensuring that all reasonable action is taken to increase awards to small, small disadvantaged, HUBZones, and women-owned businesses. GRANT OPPORTUNITIES
The Federal and Cooperative Agreement Act of 1977 requires executive agencies to use grants or cooperative agreements for specified types of assistance relationships. A variety of different programs are funded through the grants process. These programs are intended to improve the quality of life for all citizens, both physically and emotionally; and to detect fraud and abuse in the Medicare/Medicaid community. Additionally, research and training in both the medical and social sciences are conducted as well as support for demonstration programs to test the validity of the research findings. It is in the research and demonstration (R&D) areas that CMS funds and approves the majority of its grants and cooperative agreements.

While CMS's Program Offices are concerned with the scientific, technical and programmatic topics, the Acquisition and Grants Group, Research Contracts and Grants Division is primarily charged with the business management and policy aspects of CMS's discretionary grant and cooperative agreement activities. (Note: Grants and cooperative agreements are distinguished from each other by the degree of Federal Programmatic involvement anticipated during the performance of the planned activity.)

Currently, CMS conducts a myriad of R&D programs including (but not limited to) the following: Fraud and Abuse Initiatives, State Health Insurance , Small Business Innovation Research, Dissertation Fellowship Grants, Nursing Home Transition Initiatives, Historically Black Colleges and Universities and Hispanic Health Services Research.
