Duties:
The incumbent supervises projects funded through legislation. Provides expert assistance to the Director ensuring timely and effective execution of projects in support of preventing the proliferation of nuclear, chemical and biological weapons in the Former Soviet Union (FSU). Responsible for identifying and assessing the assistance needs of the FSU, developing technical requirements and specifications and coordinating the effort with other agencies. Responsible for the execution of several multi-million-dollar complex projects simultaneously. Establishes the long-term strategic plans for the assigned program and the entire division. Oversees performance, cost and schedule execution of approved projects with the assigned division. Supervises the performance of a diverse group of senior civilian, military and contractor personnel. Incumbent prepares procurement requirement documents; chairs technical source selection evaluation boards; conducts detailed technical discussions with contract bidders; provides day-to-day technical guidance to contract performers; reviews and approves contract reports. Assigned task and projects; reviews and rates individuals performance; provides training opportunities for assigned personnel. Russian language is desirable, but not required.

Requirements:

You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level that has equipped you with the necessary knowledge, skills and abilities to perform successfully the duties of the position shown above. Examples of creditable specialized experience include: Experience with incorporating advances in the state of the dismantlement art and successfully craft sale, successful and secure administrative/managerial responses to advancing technical capabilities and evolving foreign government positions on specific dismantle approaches. Experience with collateral policies of FSU states and the technical issues the bear on this very complex policy base. Certification to Level III of the Acquisition Logistics Career Field. If not certified to Level III, describe the extent to which the following is met: 1. Education: (Desired) Master’s degree in a technical, scientific or managerial field.2. Experience: Four years of acquisition logistics experience. (Desired) An additional four years of acquisition logistics experience. 3. Training: Completion of Level III mandatory courses in the Acquisition Logistics Career Field as specified in DoD 5000.52M and/or completion of an approved equivalent course or an approved training course “fulfillment” for these courses. (List each course completed including the course number, title and date of completion, e.g. LOG 304 Executive Acquisition Logistics Management– completion date 6 May 1994.)

Appointment is subject to a 1-year supervisory or managerial probationary period if one has not been completed previously.
