Duties:
The incumbent performs market research/analysis to determine availability of the requirements; analyzes market trends, commercial practices, conditions and technologies advances; and selects appropriate contracting techniques and procedures to solve any acquisitions problems. Analyzes difficult contracting issues and determines recommended course of action. Reviews procurement request for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current market practices and conditions. Determines appropriate method of procurements (e.g. sealed bidding or negotiation) using a wide range of contracting methods and contract types. Evaluates contractor performance for compliance with terms and conditions of contracts and ensures timely submissions of technical progress reports and metrics. Provides advice, guidance and assistance to installation technical or program personnel, sale representatives, local suppliers, functional commanders and/or contractors on acquisition and business related issues.

Requirements:

You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level that has equipped you with the necessary knowledge, skills and abilities to perform successfully the duties of the position shown above. Examples of creditable specialized experience include: GS-09 – Experience using contracting methods and contract types sufficient to perform pre-award and post-award functions when the contract actions are well defined and with precedents. Experience with contract negotiating techniques and contract price analysis/cost analysis techniques to perform basic analysis for firm fixed-price or simple cost type contracts. Education may be substituted for specialized experience. Qualifying education includes 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. GS-11 – Experience evaluating offer acceptability, contractor responsibility, and/or contractor performance, to determine acquisition strategy and sources. Experience working with a wide range of contracting methods and contract types sufficient to perform pre-award, post-award, and price/cost analysis functions. Education may be substituted for specialized experience. Qualifying education includes 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. GS-12 – Experience with contract cost analysis techniques sufficient to prepare detailed analysis on individual elements of cost and profit for a variety of pre-award and/or post-ward procurement actions. Experience with cutting edge acquisition reform initiates such as performance based contracting, award term contracting, advanced source selection procedures, and evaluation of past performance. GS-13 Extensive experience with commercial business practices and market conditions to evaluate offer acceptability, contractor responsibility, and/or contractor performance, and to determine acquisition strategy and sources. Experience with contract administration sufficient to monitor the agency’s largest dollar value and most active contracts, which includes all contact types. FOR ALL GRADE LEVELS: In accordance with Section 824 of the National Defense Authorization Act for FY2002, Public Law 107-107, BASIC REQUIREMENTS FOR NON-DOD APPLICANTS (including reinstatement eligibles) AND DOD EMPLOYEES WHO HAVE NEVER HELD A GS-1102 POSITION IN DOD ON OR AFTER OCTOBER1, 2000 must have received a baccalaureate (or higher) degree from an accredited educational institution AND at least 24 semester credit hours (or the equivalent), either included in the accredited degree program or as supplemental course, in any of the following disciplines: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and/or organization and management. CURRENT DOD EMPLOYEES WHO HELD A GS-1102 POSITION IN DOD ON OR BEFORE SEPTEMBER 30, 2000 are EXCLUDED from the above educational requirements. However, all applicants must have 52 weeks of specialized experience that is directly related to the duties this position and has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, specialized experience must have been at least equivalent to the next lower grade level in the normal line of progression for the occupation in the organization.

This position is designated noncritical sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a preappointment basis. This requirement may take 90 days or longer to process.

The Defense Authorization Act of November 18, 1997

The Defense Authorization Act of November 18, 1997, extended veterans' preference to persons who served on active duty during the Gulf War from August 2, 1990, through January 2, 1992. The law grants preference to persons otherwise eligible and who served on active duty during this period, regardless of where the person served or for how long. The law also authorizes the Secretary of each military department to award the Armed Force Expeditionary Medal for service in Bosnia during the period November 20, 1995, to a date to be determined. The award of the Medal is qualifying for veterans' preference. Voluntary Separation Incentive Pay (VSIP)

Former Federal employees who return to work for the government after receiving Voluntary Separation Incentive Pay (VSIP) are normally required to repay an amount equal to the VSIP amount received, including Federal taxes that were withheld. This requirement remains in effect for five years after separation. Upon acceptance of a tentative offer, submission of a copy of the separation SF-50 will be required.
