About ACF Region 3

Our Mission

Region 3 will fulfill ACF's mission to meeting the needs of children and families in a positive and productive environment, through visionary leadership, effective program integration, and responsible staffing.

The Philadelphia Regional Office serves five states, Delaware, Maryland, Pennsylvania, Virginia and West Virginia as well as the District of Columbia. We are responsible for a wide range of federal programs which promote the economic and social well being of children and families. We work closely with state and local government as well as with community-based organizations to help families achieve economic independence, to assure the safety of children and to help promote the independence of people with developmental disabilities.

Profile

Region 3 includes Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia.

A total of 184 Head Start and Early Head Start Grantees serve 63,000 three to five year olds and over 5,200 infants, toddlers, and pregnant women.

The Runaway and Homeless Youth program in Region 3 oversaw 25 Basic Grants totalling $3.4 million, 13 Transitional Living Grants totalling $2.4 million and 11 Street Outreach Grants totalling over $1 million during FY2003 (October,2002 through September,2003).

For FY 2004 Region III States received Federal funding totaling $1,241,329 for Child Abuse and Neglect, $2,593,151 for Community-based Child Abuse Prevention, $25,196,512 for Child Welfare Services, $30, 459, 931 for Promoting Safe and Stable Families, $1,316,888 for Court Improvement, $12,459,973 for Foster Care Independence, and $3,890,371 for Foster Care Education and Training.  For FY 2003 Region III States received approximately $713 million for Foster Care and Adoption Services.  During FY 2002 4128 children were adopted from State Child Welfare systems.  As of September 30, 2002, 47,574 children were in foster care in Region III States.

The Regional Office monitors the expenditures for the Temporary Assistance for Needy Families Program (TANF). For FY 2003, the allocations (amounts awarded) totalled $1,439,517,500. The TANF Program served an average of over 170,000 cases and 425,000 participants per month in the region.

For FY 2003, the five states and the District of Columbia received Child Care Development Funding block grants totalling $413,897,445.   An average of 146,800 children per month were served with the CCDF subsidy funds.

During FY 2003, the Child Support Enforcement Program in Region 3 states collected and distributed $2.5 billion in child support payments, served a total caseload of 1.5 million, established or acknowledged 140,000 paternities, and established 119,000 new child support orders.  There were $466 million in total expenditures during FY 2003.  For every dollar expended on the program, $5.36 was collected in payments.

Organization

The Office of the Regional Administrator is located in Philadelphia and is responsible for the Administration's key national goals and priorities in the six state area. The Regional Administrator provides executive leadership and direction to state, county, and city governments, as well as to other public and private local grantees to ensure effective and efficient program and financial management. The Regional Administrator ensures that grantee agencies conform to federal laws, regulations, policies and procedures governing the programs, and exercises all delegated authorities and responsibilities for oversight of the programs.

The following offices report to the Regional Administrator:

Program and Administrative Support: has primary responsibility for administrative operations, staff development, technology and automated systems, procurement, and contract management.

Grant Officers: direct and coordinate fiscal matters for categorical and discretionary grants.

Child Support Enforcement: directs the program, financial management and technical administration of the Child Support Enforcement program.

Temporary Assistance to Needy Families (TANF) and Child Care: directs the program, financial management and technical administration of the TANF and Child Care programs.

Child Welfare and Runaway and Homeless Youth: directs program, financial management and technical administration of the Child Welfare and Runaway and Homeless Youth programs.

Head Start Unit a: Head Start Unit B: Head Start Unit C/Developmental Disabilities: provide program, financial management and technical administration of the Head Start and Early Head Start discretionary grant programs. Unit C also manages the Developmental Disabilities program.
