EIMS Labor Exchange Reporting System

Following the announcement of the final labor exchange performance measurement system in the Federal Register on May 31, 2001, the Department published revised reporting instructions for the ETA 9002 and VETS 200 reports on June 6, 2001 (66 FR, 30487). The Employment and Training Administration (ETA) now has the capacity to receive the ETA 9002 A through E, and VETS 200 A through C, via an internet-based Enterprise Information Management System. Creating the Labor Exchange Reporting System (LERS) reduces the reporting burden on states, and ETA regional and national offices while eliminating the delays inherent with using the traditional mail or courier delivery services. A LERS systems users guide has been prepared and it contains the instructions for manual entry, report file upload, report record layouts, edits of internal consistency and instructions for state certification of reports are provided.

Training and Employment Guidance Letter (TEGL) No. 08-02 was released on 10/04/02. The TEGL asks states to identify primary and secondary contacts who are responsible for state report preparation and certifying state reports. With the implementation of Internet-based reporting, states will have sole control over data entry. Passwords assigned to states will permit access to the appropriate screens for the quarterly Labor Exchange reports and assigned Personal Identification Numbers (PINs) will enable report certification.

Attached to the LERS Users’ Guides are the eight required report record layouts and the system edits to ensure internal consistency in reports. The detailed instructions contained in the Users Guide are to be utilized by states to access the reporting web site and LERS forms for submitting required data.
