Assistant General Counsel (Financial Management and Comptroller of the Navy)
The Assistant General Counsel (Financial Management and Comptroller of the Navy) is OGC's primary legal advisor on financial matters for the Secretary of the Navy and the Assistant Secretary of the Navy (Financial Management and Comptroller of the Navy). This Assistant General Counsel provides advice to all of the Commands and offices within the Department of the Navy on fiscal issues. The office serves as the focal point for fiscal matters involving the other military departments, the Department of Defense, the Office of Management and Budget, the General Accounting Office and the congressional oversight committees. The attorneys in this office furnish advice, assistance and interpretations in the area of financial management concerning program and budget, interpretation of statutory matters involving authorization and appropriation, legal availability of appropriations, and program execution including environmental actions. The office also serves as the focal point within OGC for all legislative matters of concern to the Department of the Navy. In addition, the office handles all bankruptcy matters within the Department of the Navy.
