Counsel to the Commandant, USMC
By virtue of its esprit de corps and proficiency in military operations, the United States Marine Corps is one of the elite military organizations of the world. It provides forces for the conduct of operations in connection with naval campaigns and for other operations as directed by the President. It also provides security for U.S. Embassies throughout the world. The Commandant of the Marine Corps serves with the Chiefs of the other Military Services on the Joint Chiefs of Staff. Marine Corps bases and air stations are located overseas as well as within the continental United States.
The Office of Counsel for the Commandant is located with Headquarters, U.S. Marine Corps, at the Pentagon, Arlington, Virginia, with field offices on the West and East Coasts as well as other locations in the United States. These offices provide legal advice and services on a broad spectrum of matters, including the preparation, award and administration of contracts for supplies, research and development, and other services; leases; acquisition of land; easements; water rights; zoning; civilian personnel law; the environment; and inverse condemnation. The Office of Counsel handles claims by and against contractors and common carriers, and it serves Marine Corps commissaries, exchanges, and clubs and messes in the business aspects of their operations, such as purchases, sales, concessionaire contracts, pension fund agreements, and insurance and bank credit card arrangements. Other duties include reviewing and drafting legislation and directives, counseling personnel and supervisors concerning Standards of Conduct, Freedom of Information Act, and Privacy Act matters; advising on gifts, bailments, rentals, and disposal of personal property; and working with the Department of Justice and U.S. Attorneys in litigation affecting the Marine Corps.
