Welcome to the Presidential Management Fellows Program: Answering the Call for Leadership

A MESSAGE FROM THE DIRECTOR OF THE
OFFICE OF PERSONNEL MANAGEMENT

We live in an exciting time as this great Nation, and indeed the world, undergoes unprecedented change. More than ever, the Federal Government needs inspired, committed and talented new leaders to embrace the future. Many of our best and brightest new leaders will come from the elite Presidential Management Fellows Program. If you are enthusiastic about shaping public policy programs that impact millions of people here and around the world, President George W. Bush and the United States Government are interested in you.

On November 21, 2003, the President signed Executive Order 13318 renaming the Presidential Management Intern (PMI) Program to the Presidential Management Fellows (PMF) Program. The substance of this act extends far beyond the name change. The Executive Order removes the annual hiring cap of 400 positions, expands participation to excepted service agencies (such as the Securities and Exchange Commission), and creates a Senior Fellows component. The Executive Order reflects the President's interest in increasing the stature of the Program and providing for a more modern range of pay to attract people to the program. Implementing regulations are currently under development that will give hiring Agencies greater flexibility regarding increased compensation and rapid promotions. These changes will also further align the PMF Program with the President's Management Agenda, and reinforce the message that the PMF Program can be the "Employer of Choice" for students seeking an excepted service appointment to the Federal Government. The Presidential Management Fellows Program is one that will be of the highest caliber -- Presidential in every way. We are building a far different structure upon the foundation of the Presidential Management Intern Program to create a world class developmental opportunity for the Federal Government's future leaders.

Since the inception of the original Presidential Management Intern Program in 1977, over 3,500 alumni continue to serve in all cabinet departments and in more than 50 Federal agencies. Many are now high ranking Federal officials who are changing policies and directing programs to meet the needs of our times. Because of the excellent reputation of these outstanding men and women, many Federal agencies are making the Presidential Management Fellows Program a cornerstone of their succession planning. As the Federal workforce ages, the time is now to expand our capability to replace senior leadership in the years to come.This program offers a tremendous leadership development opportunity as many of the Federal Government's existing leaders reach retirement age.

The need for intelligent, dedicated and visionary Federal leaders has never been greater. I encourage you to apply, and to join the many who have come before you. Consider this as an opportunity to define your future and the future of our great Nation.
