What is the Outstanding Scholar Program?
The Outstanding Scholar Program is a special hiring authority established to be
used as a supplement to competitive examining for some entry-level positions.
The Outstanding Scholar Program is authorized under the terms of a consent
decree (Luevano vs. Lachance) and can only be used for the specific series and
job titles listed in this information sheet. This special hiring authority is
restricted to grade levels GS-5 and GS-7. Positions in the following
occupational fields are not covered by the Outstanding Scholar Program:
Accounting and Auditing; Engineering; Physical Sciences; Biological Sciences;
and Mathematics.
Requirements For the Outstanding Scholar Program
Applicants must be college graduates and have maintained a grade point average
(GPA) of 3.5 or better on a 4.0 scale for all undergraduate course work, or
have graduated in the upper 10 percent of their graduating class or major
university subdivision, such as the School of Business Administration.
For this program, the GPA is rounded to one decimal place. For example, a GPA
of 3.45 rounds up to the required 3.5, while a 3.44 rounds down to the 3.4 GPA.
A college degree in any major is qualifying for most of the career fields
covered by the Outstanding Scholar Program. However, position titles followed
by an asterisk (*) in this information sheet do require specific courses in
subjects related to the job.
Applicants who wish to apply for the Outstanding Scholar Program may apply nine
months before completing all the requirements of the Program, including GPA or
class standing. However, the applicants must produce appropriate documentation
(e.g., a copy of their college transcript) at the time of appointment.
How to Apply as an Outstanding Scholar
Outstanding Scholar opportunities are advertised on USAJOBS.

electronic transmission capabilities. In many instances, job seekers can apply
for positions on-line. USAJOBS is updated every business day from a database of
more than 16,000 worldwide job opportunities. USAJOBS is available to job
seekers in a variety of formats, ensuring access for customers with differing
physical and technological capabilities. It is convenient, user friendly,
accessible through the computer or telephone and available 24 hours-a-day,
seven days-a-week.
USAJOBS consists of:
Internet - The official world wide web site for jobs and employment
information, may be accessed at http://www.USAJOBS.opm.gov.
On the web site, job seekers can access worldwide current job vacancies,
employment information fact sheets, applications and forms, and in some
instances, apply for jobs online. Complete job announcements can be retrieved
from the web site. The USAJOBS web site also has an Online Resume Builder
feature. Using the resume builder, job seekers can create online resumes
specifically designed for applying for Federal jobs. Resumes created on the
USAJOBS resume builder can be printed from the system for faxing or mailing to
employers; and saved and edited for future use. For many of the vacancies
listed on the site, job seekers can submit resumes created through USAJOBS
directly to hiring agencies through an electronic submission process.

http://access.adobe.com. There are versions of the Adobe Acrobat reader for
several computer platforms. Click here http://access.adobe.com/
to connect to the Adobe Acrobat site. Once there you can obtain the reader for
your computer platform. Follow the instructions on the Adobe site to install
the reader on your system. Once you have installed the reader you can view or
print files that end in .PDF.
Some browsers will allow you to configure a "helper" application that will load
