Intergovernmental Panel on Climate Change.   The IPCC was founded jointly by the United Nations Environment Program and the World Meteorological Organization to assess the science of climate change, its impacts and to develop response strategies. This site provides access to the IPCC Second Assessment Report Synthesis Report and Summaries for Policymakers.  In addition to  a Task Force on Greenhouse Gas Inventories that oversees the IPCC National Greenhouse Gas Inventories Programme (IPCC-NGGIP)., the IPCC has three working groups
