SUBJECT:Government Information Locator Service (GILS)
A recent addition to the National Information Infrastructure apparatus is the establishment of a Government Information Locator Service, known as GILS. GILS is designed to help the public locate and access information and to facilitate interagency sharing of information. The Paperwork Reduction Act of 1995 (Public Law 104-13) requires each government agency to establish and maintain a distributed agency-based electronic GILS that shall identify the major information systems, holdings, and dissemination products of that agency. The Office of Management and Budget published the guidelines for GILS in OMB Bulletin Number 95-01 of December 7, 1994. These documents, along with the Federal Information Processing Standards Publication 192, set the GILS policy for the Government. Attached to this memorandum is the specific guidance for the Department of Defense.
The GILS system will reside on the Defense Department's world wide web information service, DefenseLINK, which is managed by the OATSD(PA). The Defense Technical Information Center (DTIC) shall provide the Department level service offering a single entry point for public to access the Departmens information as delineated in the OMB Bulletin. A DOD Component may develop additional locator services to facilitate the dissemination of information to the public as appropriate to its mission.
The Assistant Secretary of Defense for Command, Control, Communications and Intelligence, in concert with the Assistant to the Secretary of Defense for Public Affairs will be responsible for management oversight and implementation of the GILS initiative as it is delineated in Section 3511 of P. L. 104-13.
Beginning October 1, 1995, all newly created information dissemination products will contain the location of a DOD Locator compliant locator record. DTIC will publish guidance amplifying this memorandum.
