Mission
Financial Management Division
The Financial Management Division (FMD) administers a financial management
program within the Agricultural Research Service (ARS) that establishes
clear and concise financial policy to comply with congressional intent,
Federal laws and regulations, and convey the Department and Agency defined
fiscal resource management practices; provides high quality financial
advice, accounting, financial management reporting, and fund status services;
and furnishes automated financial processing and management software tools
to assist ARS managers and research scientists in managing their fiscal
resources.
Fiscal Operations Branch

Coordinates the development of budget execution plans through the
Annual Resource Management Planning (ARMP) process.

Provides funds control services to ARS Headquarters offices, staffs,
and the Administrative and Financial Management divisions, and CSREES
fundholders, including execution and tracking of reimbursable agreements
and other financial arrangements.

Provides operational support to the ARS Operations Staff in centrally
managing the Agency discretionary resources such as salary lapse,
Agency repair and maintenance, and departmental hazardous waste cleanup
funds.

Provides operational support to the Economic Research Service (ERS)
and the National Agricultural Statistics Service (NASS), including
maintenance of accounting codes in the NFC Management Accounting Structure
Code (MASC) system.

Provides operational support to the Research, Education, and Economics
(REE) agencies for departmental centralized services funded in the
"Greenbook", and representation on the Working Capital Fund
(WCF) Working Group analyzing and recommending budget resource levels
for WCF Activity Centers.
FFIS Operations Branch

The Foundation Financial Information System Operations Branch is
responsible for oversight of financial systems (ARS/NASS FFIS, NFC
Interfaces, ARMPS, LOTS, SAMS, CAM and ALPS).

Development and interpretation of financial policies and procedures
as they relate to ARS financial systems.

Provides Help Desk support for FFIS for ARS.

Coordinates the analysis and testing of FFIS standard BRIO Reports
for ARS.

Develops adhoc BRIO reports as needed for ARS.

Coordinates common issues with the REE FFIS leads, as necessary.
Travel Relocation Services Branch

The Travel and Relocation Services Branch provides interpretation
of Federal, Department of Agriculture, and Department of State travel
regulations and initiates Agency policy to support REE travel functions.

Provides travel support to travelers, clerical, and upper management
as well as training on the Unified Travel System.
Appropriation Level Management Staff
-
Reviews, analyzes, and gives assurance that the internal and official
external accounting reports accurately portray the results of the
REE Agencies' budget and financial management operations.

Prepares internal status of fund accounting reports and consolidated
financial statements for the external use of Treasury, Office of Management
and Budget (OMB), and other Government agencies.
