The Regulations.gov website is the central online rulemaking portal of the United States government. An interagency partnership, led by the United States Environmental Protection Agency in association with the Food and Drug Administration, the National Archives and Records Administration/Office of the Federal Register, and the Government Printing Office, operates this website. Regulations.gov is provided as a public service to increase participation in the government’s regulatory activities by offering a central point for submitting comments on regulations. This website is an official United States government computer system. Information presented on this website is considered public information and may be distributed or copied. Unauthorized attempts to upload information or change information on this website are strictly prohibited and may be subject to criminal prosecution under the Computer Fraud and Abuse Act of 1986 and the National Information Infrastructure Protection Act.

The Regulations.gov website contains a compilation of the regulations currently open for comment as published in the daily Federal Register. Every effort is made to ensure that the website includes all rule and proposed rule notices that are currently open for public comment. However, this editorial compilation of material abstracted from the Federal Register is presented for informational purposes only. Inclusion or exclusion of material from this compilation has no independent legal significance. Users who want to verify the current status of a proposed or final rule and associated comment requirements are urged to check the official edition of the Federal Register, which is available online via the GPO Access website.

Comments may be submitted through this website, or by any method identified in the specific Federal Register document. Any comment you provide through this website should be submitted in accordance with the directions in the Federal Register document for the regulation you are commenting on. You should be aware that requirements for submitting comments may vary by agency, and some agencies impose special requirements for the submission of information, such as confidential business information or copyrighted works. For further information, follow directions in the specific Federal Register document, or contact the specific agency directly. Do not submit Confidential Business Information (“CBI”) to Regulations.gov. Comments submitted through Regulations.gov cannot be claimed as CBI. Comments received through the website will waive any CBI claims for the information submitted. To submit CBI, follow the directions in the Federal Register document on which you are commenting, or contact the Agency or Department personnel whose name appears in the Federal Register document.

The electronic comments you submit directly through the Regulations.gov website are temporarily maintained by EPA before being forwarded once per day to the proper agency. The agency receiving your comment is considered the official custodian of the comment. Your comment will not be considered until it has been properly received by that agency in accordance with the requirements described in the Federal Register document. Users who want to verify that an agency has received their comment are urged to check directly with that agency.






Privacy Notice

The comments you provide to a Federal agency may be publicly disclosed in a rulemaking docket or on the Internet. Some agencies require you to provide your name and contact information for your comment to be considered, and other agencies allow you to comment anonymously. Please refer to the Federal Register document for the specific rule you are commenting on and that agency’s website to learn what personal information you may be required to submit and to review that agency’s privacy policy. However, any personal information you choose to include in your comments also will be provided to the agency receiving your comment and may be publicly disclosed in a docket or on the Internet.

The Regulations.gov website does not automatically collect personal information about you. For site security purposes and to ensure that this service remains available to all users, this government computer system employs software programs to monitor network traffic to identify unauthorized attempts to upload or change information, or otherwise cause damage. Therefore, this website does collect summary information used for system administration and site security, including the domain name and Internet Protocol addresses from which you are visiting; the type of browser and operating system being used to access the site; the pages you are visiting; the time you spend at each page; and the time and date of your visit. This website uses this information to create summary statistics, which are then used for such things as assessing what information is of most and least interest, determining technical design specifications, and identifying system performance or problem areas. Regulations.gov does not use permanent ”cookies” or otherwise permanently place software files or other information on your computer.
