Prior to 1994, the U.S. Census Bureau reported voting and registration rates
for the total U.S. residential population, including noncitizens, as percentages
of Voting Age Population (VAP). The Census Bureau now collects data on citizenship
status and is able to show voting and registration rates for citizens. (Citizenship
levels vary among different population groups. For example, presenting voter turnout
rates based on citizen population sugnificantly increases voter turnout levels of both
Hispanics and Asians and Pacific Islanders because many U.S. residents of these groups are
not citizens)
