Description
 
NASA Has a requirement for

Design and analysis support in which the contractor will develop models and source code for analysis using Disturbance Optics Control Structure (DOCS) a specfic tool developed by the contractor, Mide Technology.

NASA/GSFC intends to purchase these items and services from Mide Technology Corporation. This support, in addition to the DOCS systems, is being developed so that these tools can be reused and make them become compatible with modeling and analysis efforts on other NASA space telescope projects such as James Webb Space Telescope (JWST). This instrument shares similar design architectures with other telescopes, and will benefit from a common approach to the design and analysis methods.

Deliverables of these items will include analytical models in DOCS format, and written documentation providing assumptions, methods, and results of the analysis.

The government intends to acquire a commercial item using FAR Part 13.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on September 2, 2004. Such capabilities/qualifications will be evaluated soley for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, besed upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

All responsible sources may submit an offer which shall be considered by the agency.

This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results.

[OMBUDSMAN STATEMENT IS REQUIRED] An ombudsman has been appointed -- See NASA Specific Note "B".
