PETER EIDE NOMINATED AS FLRA GENERAL COUNSEL

On June 28, 2002, the President nominated Peter Eide to be General Counsel of the Federal Labor Relations Authority for a five-year term. Mr. Eide is currently the Director of Labor Law Policy at the U.S. Chamber of Commerce, where he has worked since 1990. Before joining the U.S. Chamber of Commerce, Eide practiced labor and employment law with Akin, Gump, Strauss, Hauer and Feld in Washington, D.C., and Piper and Marbury in Baltimore, Maryland. From 1983 to 1987, he was with Martin Marietta Aerospace, first as an Employee Relations Administrator and then as the Manager of Salaried and Professional Relations. From 1975 to 1983, Eide was a Field Examiner with the National Labor Relations Board. Eide is a graduate of Florida State University and the University of Maryland Law School.

Under the Federal Vacancies Reform Act, Mr. Eide’s nomination will permit the Deputy General Counsel to serve as acting General Counsel while the nomination is pending. This will permit the Office of General Counsel to continue the normal functions of the office, including issuing complaints in unfair labor practice cases under section 7104(f) of the Federal Service Labor-Management Relations Statute. All cases that have been pending during the interim prior to the nomination of a General Counsel are expected to be decided, settled, or scheduled for an Administrative Law Judge hearing within the next two or three weeks, bringing the Office of General Counsel’s pending caseload to current status.

The FLRA is an independent agency responsible for administering the labor-management relations program for 1.9 million non-Postal Service Federal employees worldwide, approximately 1.1 million of whom are exclusively represented in more than 2,000 bargaining units. The FLRA is comprised of three components, including the Authority; the Federal Service Impasses Panel; and the Office of the General Counsel. The Office of the General Counsel is responsible for processing unfair labor practice charges and representation petitions through seven Regional Offices, located in Atlanta, Boston, Chicago, Dallas, Denver, San Francisco, and Washington, D.C.
