President Bush has appointed Becky Norton Dunlop as Chairman, and Richard Barber Ainsworth, Andrea Fischer Newman, and Joseph Carter Whitaker as members of the Federal Service Impasses Panel (Panel). The Panel is the component of the Federal Labor Relations Authority (FLRA) that resolves impasses between Federal agencies and unions representing employees arising from negotiations over conditions of employment.
Consistent with the President's pledge that Federal programs become more customer-oriented, the newly appointed Panel members bring to their positions a wealth of broad-ranging private and public-sector expertise in identifying interests and successfully addressing issues between management and labor.
Panel Chairman, Becky Norton Dunlop, of Arlington, Virginia, currently serves as Vice President of External Relations for Heritage Foundation, overseeing strategic outreach and communications to public policy institutions, state government officials, and business and community leaders. Mrs. Dunlop previously served as a senior official in the Administration of President Ronald Reagan, including service in the White House as Deputy Assistant to the President for Presidential Personnel and Director of the President's Cabinet Office. From 1987 to 1989, she was Deputy Under Secretary of the Department of Interior and Assistant Secretary for Fish, Wildlife and Parks. In 1985 and 1986, she served in the Department of Justice as Senior Special Assistant to the Attorney General. Mrs. Dunlop will serve a term ending January 10, 2005.
Richard Barber Ainsworth, of Cleveland, Ohio, is a private sector senior executive with extensive experience in business, investment management, and strategic planning. Mr. Ainsworth received a B.A. from Yale University and an M.B.A. from the University of Michigan. He is a Vietnam Veteran who served on active duty with the United States Navy. Mr. Ainsworth will serve a term ending January 10, 2005.
Andrea Fischer Newman, of Ann Arbor, Michigan, is currently head of government affairs for Northwest Airlines. She has significant experience in labor-management negotiations and addressing employee disputes. Ms. Newman previously served with the Administration of President Ronald Reagan, as a special counsel for the assistant secretary of defense for acquisition and logistics and as a deputy assistant to then Vice President George Bush. She has also been in private law practice with the Washington, D.C. law firm of Patton, Boggs. Ms. Newman received a B.A. from the University of Michigan and a J.D. from the George Washington University National Law Center. She serves on the board of directors of the Detroit Economic Club and was elected to the Board of Regents of the University of Michigan in 1984. Ms. Newman will serve a term ending January 10, 2007.
Joseph Carter Whitaker, of Shreveport, Louisiana, has extensive business experience at all levels of the construction field, including in-depth involvement with negotiations and collective bargaining between management and unions. Currently, he serves as CEO of Whitaker Construction, the third generation president of a 70-year-old family-owned business. A graduate of the University of Texas in Austin, Mr. Whitaker is also active in numerous professional and community organizations, including serving as current President of Associated General Contractors (North Louisiana Chapter), serving as a member of the University of Texas in Austin Chancellor's Council, an advisory board member for The Salvation Army in Shreveport, Louisiana, and past chairman of Diocesan Committee on Alcohol and Drugs for Episcopal Diocese of Western Louisiana. Mr. Whitaker will serve a term ending January 10, 2007.
The FLRA is an independent regulatory agency established by the Civil Service Reform Act of 1978 to administer the labor-management relations program for 1.9 million Federal employees worldwide, 1.1 million of whom are exclusively represented in 2,200 bargaining units. The FLRA fulfills its statutory responsibilities primarily through three independent operating components: the Authority, the Office of the General Counsel and the Federal Service Impasses Panel. It also supports two other components, the Foreign Service Impasse Disputes Panel and the Foreign Service Labor Relations Board, both of which were established within the FLRA by the Foreign Service Act of 1980.
