PRESIDENT CLINTON NAMES BONNIE PROUTY CASTREY AS CHAIR AND DAVID J. LELAND AS MEMBER OF THE FEDERAL SERVICE IMPASSES PANEL

President Clinton has announced the appointment of Bonnie Prouty Castrey as Chair and David J. Leland as Member to the Federal Service Impasses Panel (FSIP), a component of the Federal Labor Relations Authority.  Ms. Castrey assumes the position formerly held by Betty Bolden, who recently completed her term as Chair of the Panel.

Ms. Castrey, of Huntington Beach, California, has served as a member of the Federal Service Impasses Panel since 1995.  Her reappointment marks her second term on the Panel.  She is a private arbitrator and mediator.  Since 1965, Ms. Castrey has taught negotiation skills, mediation skills, and arbitration at a number of colleges and universities.  Ms. Castrey serves on the National Board of Directors of the Industrial Relations Research Association.  She also serves on the boards of the California Foundation for the Improvement of Employer-Employee Relations, the Orange County Industrial Relations Research Association and has served on the boards of The Mediation Center, and the California Dispute Resolution Council. She chairs the American Arbitration Association’s Orange County Employment Mediation Advisory Council.  Ms. Castrey is an elected Trustee and Vice President of the Huntington Beach Union High School District and has served as President of the Orange County School Boards Association.  She is a life member of the Association of Family and Conciliation Courts.  Ms. Castrey is a past International President of the Society of Professionals in Dispute Resolution and a former Commissioner of the Federal Mediation and Conciliation Service.

Ms. Castrey received an R.N. degree from the Edward J. Meyer Memorial Hospital School of Nursing, a B.S.N. degree from the California State University at Long Beach, and a J.D. degree from Western State University College of Law.

Mr. David J. Leland, of Columbus, Ohio, is currently Chair of the Ohio Democratic Party. Until 1996, he was counsel to the Columbus law firm of Schwartz, Kelm, Warren and Rubenstein.  Prior to that, Mr. Leland served as Transportation Director for the Public Utilities Commission of Ohio, overseeing the economic and safety regulation of rail, bus, and truck transportation.  Mr. Leland received an Outstanding Achievement Award from the U.S. Department of Transportation for his work in this area.  As a State Legislator, Mr. Leland was a leading advocate of Ohio’s first collective bargaining law for public employees.  Mr. Leland has also served as counsel to the Ohio Civil Service Employees Association, representing the Association and its members in collective bargaining, contract negotiations and grievance hearings.  He has received Outstanding Citizenship Awards from The Ohio State University Alumni Association and the Columbus Junior Chamber of Commerce.

Mr. Leland received a B.A. degree from The Ohio State University, and a J.D. degree from the Capital University Law School.

The Federal Service Impasses Panel is composed of seven Presidentially appointed members serving on a part-time basis, one of whom serves as Chair.  The Panel resolves impasses between Federal agencies and unions representing employees arising from negotiations over conditions of employment under the Federal Service Labor-Management Relations Statute and the Federal Employees Flexible and Compressed Work Schedules Act.  If bargaining between the parties, followed by mediation assistance, proves unsuccessful, the Panel has the Authority to recommend procedures and to take whatever actions it deems  necessary to resolve an impasse.

The Federal Labor Relations Authority is an independent agency that administers the labor-management relations program for 1.9 million federal employees worldwide, 1.1 million of whom are exclusively represented in 2,200 bargaining units.  In addition to the Panel, the other two components of the FLRA are the Authority and the Office of the General Counsel.
