GENERAL COUNSEL ISSUES CUSTOMER INFORMATION PACKET ON THE FLRA'S NEW REPRESENTATION REGULATIONS AND THE REPRESENTATION PROCESS

As part of its continuing efforts to provide quality customer service, the FLRA's Office of the General Counsel today issued an information packet about the FLRA's revamped representation regulations and the representation process. The new representation regulations go into effect on March 15, 1996.

"By helping agencies and unions understand the new regulations and the representation process, the customer information packet we're issuing today will make it quicker and easier to resolve union representation questions, " said FLRA General Counsel Joseph Swerdzewski. "This is particularly important during this time of government-wide reorganization and downsizing when representation questions, such as which employees are represented in a bargaining unit and which union the agency must bargain with, proliferate."

In addition to including a copy of the new representation petition form, the new regulations, and a listing of the FLRA's Regional Offices, the packet also includes information discussing the representation process in an easy-to-read question and answer format. After addressing the most significant changes to the representation regulations, the discussion goes on to cover a multitude of topics, including the "who, what, where, how and why" of:

  • filing and processing a petition;
  • party and notification issues;
  • intervention, cross petitions, and challenges; and
  • hearings, decisions, elections and results.

The Federal Labor Relations Authority is an independent agency that administers the labor-management relations program for over 1.9 million federal employees world-wide. The FLRA's Office of General Counsel, through its regional offices, supervises union elections and processes representation petitions. The 3-member Authority resolves representation cases concerning union elections and bargaining unit determinations.
