Carol Waller Pope
Sworn in as New Authority Member

Following her nomination by President Clinton and confirmation by the United States Senate, Carol Waller Pope was sworn in as a new member of the Authority, the three member quasi-judicial body of the Federal Labor Relations Authority (FLRA) for a term expiring July 2004. Pope, whose term succeeds that of former Authority Chair and Member Phyllis Segal, joins Chairman Donald S. Wasserman and Member Dale Cabaniss on the Authority.

Ms. Pope, a career Federal employee, had been the Assistant General Counsel for Appeals for the FLRA Office of the General Counsel. Prior to that, Ms. Pope served as Executive Assistant to the General Counsel, and before that as an Attorney in the FLRA's Boston Regional Office. Before joining the FLRA, Ms. Pope was employed as an Attorney with the U.S. Department of Labor, Office of the Solicitor, Employee Benefits Division, Washington, DC. Ms. Pope has a B.A. degree from Simmons College, and a J.D. degree from Northeastern University School of Law, both of which are located in Boston, Massachusetts.

The Federal Labor Relations Authority is an independent agency that administers the labor-management relations program for 1.9 million non-Postal Federal employees worldwide, approximately 1.1 million of whom are exclusively represented in 2,200 bargaining units. It is charged with providing leadership in establishing policies and guidance related to Federal sector labor-management relations and with resolving disputes under and ensuring compliance with the Statute. The three-Member Authority component of the FLRA adjudicates disputes arising under the Federal Service Labor-management Relations Statute, deciding unfair labor practices and representation cases, exceptions to grievance arbitration awards, and resolving disputes on the negotiability of proposals in the collective bargaining process.
