FSIP REVAMPS REGULATIONS

The Federal Service Impasses Panel today announced regulation changes aimed at providing easier access to its services and making its regulations more user-friendly. The changes, the first in over thirteen years to FSIP regulations, cover the:

  • use of fax filing and private delivery services;
  • authority of private arbitrators to address duty-to-bargain questions;
  • range of options available to FSIP to resolve an impasse;
  • prompt approval of joint requests for binding arbitration; and
  • requirements concerning flexible and compressed work schedules.

The Federal Service Impasses Panel, a component within the Federal Labor Relations Authority, is the last step in federal sector collective bargaining -- the substitute for the strike and lockout in the private sector. The Panel is charged with resolving impasses between federal agencies and unions representing federal employees arising from negotiations over conditions of employment.
