PRESIDENT CLINTON NAMES
MARVIN E. JOHNSON AND JOHN G. WOFFORD
TO THE FEDERAL SERVICE IMPASSES PANEL

President Clinton has announced his intent to appoint Marvin E. Johnson and John G. Wofford as members of the Federal Service Impasses Panel ("Panel"), a component of the Federal Labor Relations Authority.

Mr. Johnson, a native of Rochester, New York, and a resident of Silver Spring, Maryland, is a mediator and arbitrator for public and private disputes. He is the founder of the Center for Alternative Dispute Resolution at Bowie State University where he currently serves as an Associate Professor and Director. An accomplished trainer in dispute resolution, he also lectures extensively on conflict management. Mr. Johnson's professional associations include memberships in the Industrial Relations Research Association, the Society of Federal Labor Relations Professionals, the Society of Professionals in Dispute Resolution, the American Arbitration Association, the Maryland Alternative Dispute Resolution Commission, and the International Academy of Mediators. He received a B.B.A. degree from Kent State University, a M.S. degree in Industrial Relations from the University of Wisconsin, and a J.D. degree from the Catholic University of America.

Mr. Wofford, of Boston, Massachusetts, is a solo practitioner of mediation and arbitration services. He was co-chair of the Alternative Dispute Resolution Committee of the Labor and Employment Law Section of the Boston Bar Association through August 1999. Mr. Wofford serves on many mediation panels, including the Massachusetts Committee Against Discrimination, the Massachusetts Office of Dispute Resolution, the Massachusetts Superior Courts, and the US Postal Service. He is also a member of the board of directors of the Cambridge Dispute Settlement Center. An attorney, Mr. Wofford is past president of Gay & Lesbian Advocates and Defenders, a Boston-based non-profit legal services organization. He received B.A. degrees from Harvard College and Oxford University, where he was a Rhodes Scholar. He also earned an LL.B. degree from Harvard Law School.

The Federal Service Impasses Panel is composed of seven Presidentially appointed members serving on a part-time basis. It is chaired by Betty Bolden. The Panel resolves impasses between Federal agencies and unions representing employees arising from negotiations over conditions of employment under the Federal Service Labor-Management Relations Statute and the Federal Employees Flexible and Compressed Work Schedules Act. If bargaining between the parties, followed by mediation assistance, proves unsuccessful, the Panel has the Authority to recommend procedures and to take whatever actions it deems necessary to resolve an impasse.

The Federal Labor Relations Authority is an independent agency that administers the labor-management relations program for 1.9 million federal employees worldwide, 1.1 million of whom are exclusively represented in 2,200 bargaining units. In addition to the Panel, the other two components of the FLRA are the Authority and the Office of the General Counsel.
