Timeline of Major OCAS Events

Establishing the foundation for conducting dose reconstructions as required under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA) has been an important and busy time for our Office. Major events of our dose reconstruction program are listed below.

2000 Events

October EEOICPA was enacted on October 30, 2000

December Executive Order 13179 was issued on December 7, 2000, assigning specific duties under EEOICPA to Health and Human Services (HHS)

2001 Events

January-June

NIOSH developed plans for dose reconstruction program

April Begin staffing dose reconstruction program

July Office of Compensation Analysis and Support (OCAS) established

The Department of Labor (DOL) began accepting EEOICPA claim applications on July 31, 2001

August The presidentially appointed Advisory Board on Radiation and Worker Health (ABRWH) was chartered

October Notice of proposed rulemaking on the guidelines for determining the probability of causation published in the Federal Register for public comment

Interim final rule on the methods for dose reconstruction published in the Federal Register

First group of claims requiring dose reconstruction received from DOL

The President appointed members to the ABRWH

First group of acknowledgment letters sent by NIOSH to claimants

November Public comment period for interim final rule on the methods of dose reconstruction closed

First group of requests for exposure monitoring information sent to the Department of Energy (DOE)

December Public comment period for proposed rule on the probability of causation closed

First claimant telephone interview conducted

Total number of claims received by the end of 2001: 1,165

January First meeting of the ABRWH was held in Washington, D.C.

May Final rule on the methods for dose reconstruction published in the Federal Register

Final rule on the guidelines for determining the probability of causation published in the Federal Register

June First dose reconstruction report finalized and returned to DOL for a final decision

First notice of proposed rulemaking on the procedures for designating classes of employees as members of the Special Exposure Cohort published in the Federal Register for public comment

August Public comment period for proposed rule on the procedures for designating classes of employees as members of the Special Exposure Cohort closed

September Dose reconstruction contract awarded to Oak Ridge Associated Universities (ORAU)

October Begin adding 22 additional staff to dose reconstruction program

December Total number of claims received by the end of 2002: 10,158
