Jack Horner
Director of Congressional Relations
Consumer Product Safety Commission


John Horner (Jack) came to the Consumer Product Safety Commission in October 2002 after having served as Legislative Director for the House Republican Conference and its Chairman, Congressman J.C. Watts, Jr. (R-Oklahoma). Horner had earlier worked on Capitol Hill for Congressman Hal Daub (R-Nebraska) and Congresswoman Margaret Heckler (R-Massachusetts) who was later named Secretary of Health and Human Services by President Reagan.

In 1985 Horner left the legislative branch to accept an overseas assignment with the State Department as Special Assistant to the American Ambassador to Ireland. Returning to Washington in 1988, he was named Vice President of Campbell-Crane and Associates, a government relations firm representing national trade associations and Fortune 500 companies.

In addition to his full-time work, Horner has also taught economics to adult education classes in public and private schools in the Washington area and worked as a researcher and speechwriter at the National Republican Senatorial Committee. A 1971 graduate of the Maxwell School at Syracuse University, Horner earned his Masters in Public Administration at American University in 1979. Horner is a native Washingtonian.
