This request for information is issued to solicit comments on requirements for space qualified, Coarse Sun Sensor Flight Units for NASA/GSFC, Solar Dynamic Observatory (SDO) Project. The present requirements are specified in the attached documents:

Exhibit 1 – Coarse Sun Sensor SOW 464-ACS-LEGL-0024; Exhibit 2 – Coarse Sun Sensor Performance Specification 464-ACS-Spec-0029; Exhibit 3 – Coarse Sun Sensors Deliverable Items List and Schedule (DILS)

This notice is issued by the NASA/GSFC to post a Request for Information (RFI) via the Internet, and solicit input and recommendations from interested parties. This preliminary information is being made available for planning purposes only. Subject to FAR Clause 52,215-3, entitled “Request for Information for Planning Purposes.” The objective of this RFI is to allow industry the opportunity to verify reasonableness and feasibility of the requirement as well as to promote competition and increase procurement’s efficiency by improving NASA/GSFC’s knowledge of industry capabilities.

Interested offerors/vendors having the required specialized capabilities to meet or exceed the requirement should submit the following information: 1) Two hardcopies of your capability statement of 15 pages or less indicating the ability to perform all aspects of the requirement as outlined in the Performance Specification, SOW, and the Deliverable Items List; 2) One electronic copy is also required via e-mail to Cynthia.L.White@nasa.gov; 3) Interested offerors/vendors may provide any relevant catalogs or other published product literature that may be generally available in hard copy form or on-line. There is no page limit for this information; 4) Interested offerors/vendors are encouraged to also propose existing commercial hardware that meets the SDO performance requirements; 5) Provide a rough price estimate; 6) Advise if the requirement is considered to be a commercial or commercial –type product. A commercial item is defined in Internet “Note A.” If the requirement is considered to be a commercial–type product, please include information on customary practices regarding customizing, modifying, or tailoring of items to meet customer needs and associated costs; 7) Interested offerors with solutions that do not meet all specifications are encouraged to respond and note exceptions. This is especially true of existing designs wherein if requirements are relieved, there are substantial savings.

In addition, responses must include the following: name and address of firm, size of business; average annual revenue for the past 3 years and number of employees; ownership; whether the firm is large, small, small disadvantaged, 8(a), HUBZone, Veteran, Service Disabled Veteran, and/or woman-owned; number of years in business; list of customers covering the past five years (highlight relevant work performed).

This notice constitutes all information concerning the SDO Coarse Sun Sensor requirement that will be furnished at this time. Interested firms are requested to submit their capability statements to the following no later than 3:00pm, July 27,2004:

This RFI does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for the information submitted in response.

An ombudsman has been appointed – See NASA Specific Note “B”.

No solicitation exists; therefore do not request a copy of the solicitation, if a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the offeror’s responsibility to monitor the Internet cite for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and any amendments.

The RFI and any documents related to this request will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
