CNO Presents Vision for Navy: SEAPOWER 21
Chief of Naval Operations (CNO), Admiral Vern Clark, in a 12 Jun 02 speech at the Naval War College, shared his operational vision for the Navy in the 21st Century. Named "SEAPOWER 21," it focuses on the issue of future readiness and the three capabilities needed to achieve this readiness: Sea Strike, the ability to project offensive power; Sea Shield, the ability to project defensive power; and Sea Basing, the ability to project the sovereignty of the US around the world through sea-based forces. Clarification of CCA Compliance Policy for MAIS
The DoDI 5000.2 requirement that the DoD Chief Information Officer (CIO) certify Clinger-Cohen Act (CCA) compliance for Major Automated Information Systems (MAIS) to the congressional defense committees at acquisition milestones has been rescinded. However, all DoD information technology (IT) investments are still required to comply with the CCA. The Component CIOs must still confirm that the MAIS is being developed in accordance with the CCA as a condition of milestone approval. A jointly issued 13 Jun 02 memo from USD(AT&L) and ASD(C3I) explains the DoD Appropriations Act for FY02 does not include a previous requirement for Certification to Congress. NADs Sign Principles for a Renewed Transatlantic Cooperation
The National Armaments Directors (NADs) from the US, France, Germany, Italy and the UK met in April 2002 for the semi-annual Five Power Meeting that addresses transatlantic armaments cooperation in acquisition, technology and logistics. The NADs signed "Principles for a Renewed Transatlantic Cooperation," by which they committed to improve armaments cooperation among the five nations. A USD(AT&L) memo outlines these 12 principles. These principles focus on maximizing collaboration, harmonization requirements when possible, achieving cost effective acquisitions, ensuring security of supply, sharing technology, promoting teaming arrangements and effectively addressing export control issues. SPAWAR Celebrates A&LE Week
SPAWAR, San Diego, will be presenting a focus on Acquisition and Logistics Excellence (A&LE) the week of 6 Aug 02. Events kick off with an A&LE Day featuring guest speakers. Among them are Mr. John Kao, Managing Director of KAO VENTURES, addressing the topic of Innovation; and DON Acquisition Reform Executive Ms. Christine Stelloh-Garner, highlighting hot issues and ARO support available to PMs. Additional breakout sessions offered during the week include Performance Based Logistics (PBL), Clinger-Cohen Act Compliance, and GSA Multiple Award Contracting, among others. Program Focus: Auxiliary Power Unit/Total Logistics Support (APU/TLS)
NAVAIR's APU/TLS is an aggressive acquisition logistics support program. It maximizes government/industry partnering to improve the availability and reliability of Navy APUs installed in the F/A-18, S-3, C-2, and P-3 aircraft. The innovative ten-year firm-fixed price contract is part of NAVAIR?s Performance Based Logistics (PBL) strategy and includes incentives for Honeywell Defense and Space to improve the APUs and the associated logistics support. The contract is estimated to provide more than 50 million dollars in savings/cost avoidance over the contract period. Under the terms of the contract, Honeywell provides total management responsibility for the APUs, including all peculiar components and accessories. Results have been significant; average time from receipt of requisition to fleet delivery improved from 35 days to 5.9 days, and supply material availability improved from 65% to 97%. The APU/TLS Program is a CY01 Defense Acquisition Executive Certificate of Achievement Award winner. For more information about this successful PBL program, call Jeff Heron, POC, at (301) 757-9177.

Systems Engineering Community Meeting
Systems Engineering (SE) Community of Practice PM CoP (www.pmcop.dau.mil), hosted a meeting of the Systems Engineering Community at the Defense Acquisition University, Fort Belvoir campus, on 11 Jul 02. Mr. Harry Botsford was the featured speaker on requirements traceability and supporting tools.

ARO is participating in a Requirements training session being conducted by MARCORSYSCOM on 17 Jul 02.

New "Listserv" Functional Capability
PM CoP has implemented a "Listserv" functional capability, which should enhance discussions capabilities. Additional enhancements are on the way, including robust community connection pages for all communities.
