USD(AT&L) Guidance on Management of Acquisition of Services
Section 801(d) of the National Defense Authorization Act (NDAA) for FY02 (P. L. 107-107), requires that the Secretary of Defense establish and implement a DoD management structure for the procurement of services comparable to the management structure that applies to the procurement of products.

In a 31 May 02 memo, USD(AT&L) released policy guidance that establishes a DoD review structure and process for acquisition of services in accordance with the NDAA. Within 60 days of the date of the memo, each DoD Component is expected to develop a Services Contracts Oversight Process (SCOP) that provides for consistent review and approval of service acquisitions.

DON proposes to implement this requirement through its existing HCA/PEO/DRPM oversight structure. The DON policy, for which ASN(RDA)ABM has the lead, will be forthcoming. FY02 MDAP Lists Available
In a 29 May 02 memo, USD(AT&L) released the FY02 lists of Major Defense Acquisition Programs (MDAPs), complete with changes and additions to the previously published lists. The memo identifies the criteria a program must satisfy for an MDAP designation, and the individuals designated as the Milestone Decision Authorities (MDAs) for the various programs. USD(AT&L) is the MDA for ACAT ID programs and the redesignated High Performance Computing Modernization program. The complete MDAP list, as of 29 May 02, can be found at www.acq.osd.mil/ap/mdap/index.html.

Navy Receives Three DAE Awards
USD(AT&L), in a 13 May 02 memo, announced Defense Acquisition Executive (DAE) Certificate of Achievement Awards for the following Navy programs:

Program Focus: The FCT Project on Erosion Resistant Coating
NAVAIR's Foreign Comparative Test (FCT) Project on Erosion Resistant Coating is a multi-national effort involving the US, Canada, and Russia. Using the Canadians as facilitators, the program will procure a Russian developed erosion/corrosion resistant coating for American military gas turbine engine blades. The need for this technology was recognized during Operation Desert Storm, when the T64 engines in the H-53 Sea Stallion were experiencing early, severe performance deterioration due to the harsh desert environment. Instituting the coating process is expected to result in significant annual savings for the T64 engine and substantially increase its operational life. PMCoP Corner
Systems Engineering (SE) Community of Practice
PMCoP continues its evolution of the www.pmcop.dau.mil portal. Increased activity in the Systems Engineering (SE) Community of Practice reflects the shift in priority of community building efforts. Specifically, the ARO Team is scheduling meetings with Core Community members to conduct needs analysis. ARO also is responding to MARCORSYSCOM's request to discuss an SE partnership, and is working to develop closer ties with the International Council on Systems Engineering (INCOSE). Efforts are underway to design a Program Office "front-end" to address increasing questions regarding milestone documentation requirements and lessons learned.

Risk Management Community Meeting
ARO conducted a Risk Management Community meeting on 14 Jun. At this meeting, the community worked out a new process for conducting a technical and schedule assessment. This will be used to develop task-oriented performance centered learning guidance for the acquisition workforce.

Awards Corner: KUDOS

Office of Naval Research (ONR) Cheapskate Award for Affordability for 2002
Naval Surface Warfare Center Carderock's Nanostructured Coatings and Development Team received the Office of Naval Research (ONR) Cheapskate Award for Affordability for 2002. This award highlights exceptionally meritorious service in developing ship materials and technologies that significantly reduce total ownership costs. Admiral Stan Arthur Award for Logistics Excellence
The USS HARRY S. TRUMAN (CVN 75) ship-based Supply Department and the COMNAVAIRLANT's shore-based Functional Support Team significantly contributed to Fleet readiness and the effectiveness of the support infrastructure ashore, by creating the Maritime Logistics Data Network. During USS HARRY S. TRUMAN's recent deployment, this network effectively moved afloat stock control functions from the prototype ship (USS TRUMAN) to shore.
