Changes in DoDI 5000.2 and DoD 5000.2-R
DoDI 5000.2, "Operation of the Defense Acquisition System," and DoD 5000.2?R, "Mandatory Procedures for Major Defense Acquisition Programs (MDAPS) and Major Automated Information Systems (MAIS)," were reissued on 5 Apr 02. A few of the many topics amended in the latest DoDI 5000.2 include contractor profits, Operational Requirements Document, and system threat assessment for AIS. Some amendments in DoD 5000.2-R cover limits on anti?tamper validation budget, Acquisition and Cross-Servicing Agreements, international cooperative programs, and mandatory procedures for OUSD(AT&L) related international agreements. Foreign Military Sales (FMS): Reinvention In Navy's International Programs Office (IPO)
In the March 2002 issue of National Defense Magazine, Gib LeBoeuf (Deputy Director for Navy IPO), chronicles the significant new business practices adopted by the Navy's International Programs Office (IPO) as a "Reinvention Laboratory" in the area of Foreign Military Sales (FMS). Navy IPO focuses on improving workforce training, identifying new ideas for cutting red tape, and improving customer service. Additionally, Navy IPO has reinvented FMS by pursuing an alternative "hybrid" arrangement to the conventional government-to-government agreement to provide goods and services to a foreign military. USD (AT&L) Presents Alternatives to Acquisition and Logistics Excellence (A&LE) Week; Defense Acquisition University Offers Related Resources
USD (AT&L) announced in an 8 Mar 02 memo that there will not be a formal OSD sponsored A&LE Week. Instead, each service, agency, and organization should select a time during the year to focus on acquisition and logistics excellence, and design activities to reflect this focus. A separate award ceremony, tentatively scheduled for 18 Jun 02, will be held to present the David Packard Excellence in Acquisition Team Awards. Read the memo. Program Focus: Lewis and Clark (T-AKE) Class
PEO Expeditionary Warfare's (EXW) Lewis and Clark (T-AKE) Class is the new class of Combat Logistics Force (CLF) underway replenishment vessels. The twelve planned vessels will replace the existing fifteen T-AE 26 Class (ammunition), T-AFS 1 and 8 Classes (combat stores) and, when operating in concert with a T-AO 187 Class (oiler), the T?AKE will replace AOE 1 Class ships (fast combat support). The T-AKE class is projected to operate at a yearly savings of $153.3M and a 53% reduction in manning requirements. In addition, the ships, and associated systems and equipment, are designed to minimize their impact on human health and the environment. The T-AKE Program is a CY01 Packard Award nominee and the recipient of the FY01 Secretary of Defense Environmental Excellence in Weapon System Award. PMCoP Corner

Next Evolutionary Development Phase Release
In a 13 May 02 news release, DAU and the DON Acquisition Reform Office announced the next evolutionary development phase of the Program Management Community of Practice (PMCoP www.pmcop.dau.mil) that went live the week before. Redesign and changes are aimed at finding information more easily, improving navigation, and facilitating communication among users. DON ARO Conducts Successful PM Seminar on Risk Management
The first Program Managers' Seminar on Risk Management was held on 9 May 02 at the Washington Navy Yard. 114 participants attended the WNY presentation, and 15 sites received the seminar via VTC. Topics covered during the presentation included: RDA Perspective on Risk Management, Risk and Program Review Metrics, Strategic Risk Management, Risk Management Planning and Crisis Management, Acquisition Support Center and Continuous Learning at DAU, and a demo of the Risk Management Community of Practice. DAU Launches Improved Continuous Learning Center (CLC) Site
At the improved DAU CLC website, launched 8 Apr 02, users can access continuous learning opportunities, performance support tools, and other acquisition related information. New features on the site also allow users to:
