Performance Based Logistics Takes Forefront
USD (AT&L) has directed the Department of the Navy to prepare and submit its PBL Implementation Plan by 01 May 02. See memo. To execute this task, DON has established a Working Group to create policy guidelines and a PBL strategy for acquisition programs. Additional information on the DON PBL Implementation Plan will be provided in future Acquisition Excellence Newsletters. See file.

In the interim, DUSD (L&MR) has prepared "Product Support for the 21st Century: A Program Manager's Guide to Buying Performance" to assist Program Mangers in applying PBL. Copies of the guide are available.

USD (AT&L) Approves of Cost As an Independent Variable (CAIV) and Spiral Development Implementation Plans
By the end of FY02, all defense programs will be required to have a CAIV plan and an evolutionary acquisition or spiral development implementation plan in place. Program Managers should immediately begin working on individual plans. For details: www.ar.navy.mil/reflib/011902caiv.pdf.

Program Focus: Naval Sea Systems Command (NAVSEA) SeaPort
With the launching of SeaPort on 02 Apr 01, NAVSEA is in the process of re-engineering the way it procures over half a billion dollars of Professional Support Services (PSS) each year for its headquarters' Directorates, Program Executive Offices, and field activities. Through the Seaport program, NAVSEA established a faster, better, and cheaper means of procuring PSS. In less than six months, Multiple Award Contracts (MACs) were awarded to twenty-one qualified industry partners; and the website www.seaport.navy.mil/, with an operational e-business portal, was launched. Acquisition Knowledge Management (AKM) Corner

Program Management Community of Practice (PMCoP) Portal Supports AKM
PMCoP is a joint effort of the Defense Acquisition University (DAU) and ARO, and currently focuses on four key high priority areas: Contract Management, Systems Engineering, Risk Management, and Total Ownership Cost (TOC). The aim of this web-based performance support system is to provide access to knowledge anytime, anywhere, by connecting members within a given community to each other and to valuable resources.   • PMCoP was briefed and demonstrated to the DoD Environment Safety and Occupational Health (ESOH) IPT on 26 Feb 02. A follow-up meeting with DoD (AT&L, I&E) is scheduled.
  • The PMCoP Contract Management (CM) team set up PMCoP Quickplace workspace for the NAVAIR SLAM-ER IPT to support their annual missile procurement planning efforts.

Awards Corner: KUDOS

2001 DSP Achievement Award Winners Announced
The Defense Standardization Program Office (DSP) has announced the winners of the 2001 DSP Achievement Awards. The Department of the Navy winner is the Joint Precision Approach and Landing System (JPALS). Close coordination between Air Force and Navy management, engineering, test, and contracting teams has led to a common set of specifications and standards that support a truly interoperable system between the services. CY01 DON David Packard Excellence in Acquisition Award Nominees Announced
ASN (RD&A), Mr. John Young, Jr., has announced the CY01 DON candidates for the David Packard Excellence in Acquisition Award: NAVAIR Foreign Comparative Test (FCT) Project on Erosion Resistant Coating, NAVAIR Auxiliary Power Unit/Total Logistics Support Team, NAVAIR Manufacturing Resource Planning (MRPII) Process Team, NAVSEA Lewis and Clark Class (T-AKE) Project Team, and ONR Dragon Eye.
