The
Federal Employees Health Benefits Program gives you:
A choice of plans
and options; A Government contribution of approximately 40-60% toward the cost;
Benefits are pro-rated for part-time employees; % of Government contribution
is weighed by the number of hours per pay period; Payments by payroll
deduction; Immediate coverage from the effective date of enrollment without
medical exam; An opportunity to temporarily continue group coverage or to
convert to non-group coverage if your enrollment ends or a covered family
member loses his or her eligibility; Continued protection for you and family
members after retirement. Paid using pre-tax dollars. Types of Plans:
Prepaid Plans -
Known as Comprehensive Medical Plans/Health Maintenance Organizations,
prepaid plans provide or arrange for health care by designated plan
physicians and hospitals in designated locations.
Fee-for-service Plans
- these plans reimburse you or the health care provider for covered services.
You may choose your own physician, hospital, or other health care providers.
These plans include, for example, Blue Cross and Blue Shield. FEHBP for Temporary
Employees: If you are a
temporary employee and you have completed 1 year of current, continuous
employment, you can participate in the FEHBP. You will pay both the
employee's and the Government's share of the premiums.

The
Federal Employees Group Life Insurance (FEGLI) is a group plan that offers
you three main advantages: Broad coverage; Low rates; and Payment through
payroll deductions. Basic - Basic life
coverage is equal to your actual rate of annual pay (rounded to the next
$1,000) plus $2,000 or a total amount of $10,000 whichever is greater. Optional coverage's
are available. The Government pays
one third of the cost of your Basic Life Coverage, you pay the balance.

Depending
on when you entered the Federal service, you will be covered under either
CSRS, CSRS Offset, or the FERS retirement plans. Employees first
hired after December 31, 1983 are automatically covered under FERS and Social
Security. FERS is a 3-part plan: Basic Benefit Annuity; Social Security; and
the Thrift Savings Plan. |

TSP is a very important portion of
the FERS. It is a tax-deferred savings and investment plan that gives you a
way to save money for your retirement. If you are in the FERS, you will
receive an automatic 1% of your salary paid by the Agency, into a TSP
account. You can also receive matching funds as follows: For the first 3
percent that you contribute, the Agency will match you dollar for dollar; for
the next 2 percent (4 -5%), the Agency matches you 50 cents on the dollar. So
if you were to contribute 5% of your salary, you actually have 10% of your
salary going into an account. Your money can then be put into any of the 3
Funds available: 1)
Government
Securities Investment (G) Fund; 2) Common Stock Index
Investment ( C) Fund; 3) Fixed-Income
Investment (F) Fund; 4) Small
Capitalization Stock Index (S) Fund; 5) International Stock
Index (I) Fund. |

Once
you are employed, your supervisor is responsible for ensuring that you
receive the training you need to perform you job. You will receive on-the-job
developmental assignments and you may also take advantage of one or more of
the many courses NIH offers. With the approval of your supervisor you may
take short term governmental courses or University and private sector
courses. If you complete additional education or training outside of NIH,
notify your HR Office so that your training records may be included in your
official personnel folder. |

If
you commute to NIH by bus, train, or Metrorail, you may receive up to $44.00
per month in farecards, tokens, coupons, or tickets. To be included in this
program, you must be willing to forego parking on NIH campus.

FEDERAL HOLIDAYS |
Government
workers are entitled to 10 paid holidays each year: New Year's Day (Jan 1);
Martin Luther King, Jr.'s Birthday (third Monday in Jan); Presidents' Day (3rd
Monday in Feb); Memorial Day (Last Monday in May); July 4th ;
Labor Day (first Monday in September); Columbus Day (second Monday in Oct);
Veterans Day (Nov 11); Thanksgiving Day (fourth Thursday in Nov); Christmas
Day (Dec 25). Once every 4 years, Washington area employees also receive
Inauguration Day off (January 20). |
FLEXIBLE HOURS AWS/Gliding Schedules |
The
two general categories of alternative work schedules (AWS) available at NIH
are flexible and compressed. A flexible work schedule allows you to select
starting and stopping times within a flexible span, subject to supervisory
approval. A compressed work schedule allows you to work more hours per day
and have an extra day off. The most common compressed schedules include: 5-4/9, in which you
work 9 hrs a day for 8 days, 8 hrs for 1 day, and have 1 day off per biweekly
pay period. 4-day workweek, in
which you work 10 hrs a day, 4 days a week, and have 1 day off per week, Not
all offices in CIT participate in AWS. It is not an entitlement. Check with
your supervisor or Human Resources Consultant for more information.

ANNUAL:
Earned on the basis of years of Federal service: If you have 0-3 years of
service, you earn 4 hours of annual leave per 2 week pay period. Employees
are permitted to accumulate annual leave up to 240 hours. Under this system,
employees have to "use or lose" any leave over 240 hours by the end
of the leave year. Except for emergencies, annual leave must be authorized in
advance by the employee's supervisor. SICK: Full time employees
earn 13 days of sick leave per year. Because of its nature, authorization for
sick leave is not usually obtained in advance unless the employee knows he or
she will be unable to work because of medical, dental, or optical exams, an
operation, convalescence, or lengthy illness. There is no limit on the amount
of sick leave sick can be accumulated. No lump sum payment is made for unused
sick leave when employees leave the federal service. LEAVE SHARING - Employees
experiencing a personal or family medical emergency who have exhausted all of
their available leave may qualify for the voluntary leave transfer program.
Eligible employees can receive donations of leave from fellow employees to
help offset hardships resulting from the emergency. MISC LEAVE
CATEGORIES - Also available are Court Leave for serving as a government
witness, or to serve on a jury; and Military Leave, if you are in the
National Guard or the Ready Reserve. There is no special category for
Maternity Leave in the Federal Government, however, absences for maternity
reasons are covered by sick leave, annual leave, and leave without pay. FAMILY FRIENDLY
LEAVE ACT - Under this Act, eligible employees may now use up to 12 weeks of
paid sick leave during the leave year to care for a family member. Employees
who maintain a sick leave balance of at least 80 hours may use an additional
64 hours of sick leave. Also, eligible employees can get up to 7 days of paid
leave each calendar year to serve as a bone marrow or organ donor.

Inc. provides day care for employee's infants and toddlers (ages 2 months to 3

The
NIH Fitness Center Provides members an opportunity to be involved in a total
health maintenance program focused on cardiovascular endurance, muscular
strength, and flexibility. The central theme is prevention of health problems
by improving employee physical fitness. The centers are located in Building
31, Room B4C18; the Rockledge building, Room 502-S; and Building T-39
(aerobics and dance). |
