NOAA Coastal Services Center: Funding Opportunities


Each year the NOAA Coastal Services Center provides funding for special projects undertaken by state and local coastal resource management programs. These funds are available in the form of competitive grants and cooperative agreements.

The Center, along with many other NOAA agencies, issues an annual omnibus notice that describes grant funding availability. The most recent notice was published in the Federal Register on June 30, 2004 (volume 69, number 125). Links to the Center’s portion of this funding announcement are provided in the table below. Additional information about some of the grants is available via the Center program links in this table.

* Proposals, including the appropriate paperwork, must be received by 5:00 p.m. eastern standard time. Faxed proposals are not accepted because the original signatures must be included.

What Forms Are Required to Apply for Funding?

All proposals submitted to the Center under NOAA's omnibus funding notice must include completed Grants Management Division paperwork. The specific forms needed are listed below. Please note that this guidance applies specifically to the Center's section of the Omnibus Notice and may not be applicable to other NOAA programs. All proposals submitted to the Center under the omnibus notice must include the following forms with original signatures:

  • SF-424 – Application for Federal Assistance (PDF)
  • SF-424A – Budget Information (PDF)
  • SF-424B – Assurances (PDF)
  • CD-511 – Certifications required by the Department of Commerce (PDF)
  • SF-LLL – Disclosure of Lobbying Activity (PDF) – Please remember to submit this form with your proposal ONLY IF your organization is engaged in lobbying activities.
  • CD-512 – Additional certifications required by the Department of Commerce (PDF). Although you must complete this form, DO NOT SEND this form with your proposal.

How Do I Fill Out These Forms?

Instructions are provided to help you complete forms SF-424 and SF-424A below. The general instructions are applicable to any NOAA grant requiring these forms. The specific instructions are only applicable to the Center's current broad area announcement. The specific instructions are updated annually before the omnibus notice is released.
