Quality in Home and Community Based Services
WHAT IS QUALITY
Quality is the degree to which services and supports for individuals and
populations increase the likelihood for desired health and quality of life
outcomes and are consistent with current professional knowledge.
FOCUS ON QUALITY
Medicaid has a critical role to play in developing Quality Assurance and
Quality Improvement (QA/QI) systems that effectively address the health and

effective and enduring improvements in the quality management of Home and
Community Based Services (HCBS).
