    Establishing an Internet Bank

    OCC has a formal application and approval process to become a chartered national bank, as outlined in the OCC Corporate Manual.

    If you have specific questions about chartering an Internet bank, please contact the Licensing Manager in the district in which the bank would be located. For a listing of all district licensing offices, refer to OCC's on-line Corporate Applications Contacts list.

    Electronic Filing of Corporate Applications
    The OCC published a final rule on January 2, 2004, amending its Part 5 rules, policies, and procedures for corporate activities. The final rule adopts, without change, an interim rule published in the Federal Register in April 2003, that allows national banks to make any class of licensing filings electronically and clarifies the circumstances under which the OCC may adopt filing procedures different from those otherwise required by part 5. The rule also makes several technical changes related to the Comptroller's Licensing Manual.
