The research programs at the Centers for Medicare & Medicaid
Services (CMS) help develop, test, and implement new health care
financing and payment policies. They also evaluate the impact of CMS
programs on beneficiaries, providers, States, and other customers and
partners. The scope of these activities embraces all areas of health
care: costs, access, quality, service delivery models, and financing
and payment approaches.
Generally, the Agency's extramural research and demonstration activities are now funded through contracts rather than grants, but CMS does award grants and cooperative agreements under certain specific, focused programs. In addition, CMS periodically issues special-purpose grant announcements inviting applications to participate in specific Medicare and Medicaid demonstration projects. In recent years there has been a sharp reduction in research grants, with most awards stemming from a specific CMS solicitation or Congressional appropriation request. Unsolicited proposals are unlikely to be funded. Funding is available for grants to conduct research related to health care delivery and health financing issues affecting African American and other minority populations. This includes issues of: access to health care; utilization of health services; quality of services; health screening, prevention, and education; racial health disparities; social-economic differences; managed care systems; and, costs of care. OTHER CMS GRANT OPPORTUNITIESThe Agency has also provided support in past years for other grant programs. Some grant announcements, like the Dissertation Grant fellowship program, have helped to increase the cadre of doctoral candidates working with CMS data at the highest professional level. Other grant programs have helped CMS address specific research needs related to the future of the Agency's programs. Unsolicited grant applications may be submitted, and do receive careful review within the Agency, but are rarely funded due to the limited overall research funding available.
