Research and Demonstration Grants

at the Centers for Medicare & Medicaid Services


The research programs at the Centers for Medicare & Medicaid Services (CMS) help develop, test, and implement new health care financing and payment policies. They also evaluate the impact of CMS programs on beneficiaries, providers, States, and other customers and partners. The scope of these activities embraces all areas of health care: costs, access, quality, service delivery models, and financing and payment approaches.

Generally, the Agency's extramural research and demonstration activities are now funded through contracts rather than grants, but CMS does award grants and cooperative agreements under certain specific, focused programs. In addition, CMS periodically issues special-purpose grant announcements inviting applications to participate in specific Medicare and Medicaid demonstration projects.

In recent years there has been a sharp reduction in research grants, with most awards stemming from a specific CMS solicitation or Congressional appropriation request. Unsolicited proposals are unlikely to be funded.

The following information on specific CMS grant programs and application procedures may prove helpful.

ANNUAL GRANT PROGRAMS

CMS conducts these grant programs every year:

HISTORICALLY BLACK COLLEGES AND UNIVERSITIES GRANT PROGRAM

The purpose of the Centers for Medicare and Medicaid Services's Historically Black Colleges and Universities (HBCUs) Grant Program is to:

  1. encourage new health services researchers to pursue research issues that affect the Medicare and Medicaid programs;
  2. assist HBCUs by supporting governmental and foundation research in the health services area for the African American community;
  3. increase the pool of African American researchers available in carrying out the research, demonstration, and evaluation activities of CMS; and,
  4. identify opportunities for HBCU Research Network Collaboration in the areas of research and program development.

Funding is available for grants to conduct research related to health care delivery and health financing issues affecting African American and other minority populations. This includes issues of: access to health care; utilization of health services; quality of services; health screening, prevention, and education; racial health disparities; social-economic differences; managed care systems; and, costs of care. To be eligible for grants under this program, an organization must be an HBCU as defined under federal guidelines and must meet one or more of the following basic requirements:

  1. offer a Ph.D. or Master's Degree Program--areas such as Administration, Management, Allied Health, Nursing, Pharmacology, Public Health, Public Policy, Finance, Gerontology, Marketing, Health Care Administration, Social Work; or,
  2. have a School of Medicine; or
  3. have the capacity to carry out research on health services delivery or financing issues relevant to the Medicare and Medicaid programs.

HISPANIC HEALTH SERVICES RESEARCH GRANT PROGRAM

This program supports researchers carrying out Hispanic American health services research activities. The Hispanic Grant Program is designed to:

  1. assist Hispanic researchers by supporting extramural research in health care capacity development activities for the Hispanic American community;
  2. increase the pool of Hispanic American researchers available in carrying out the research, demonstration and evaluation activities of CMS;
  3. encourage Hispanic researchers to pursue funding at CMS and other Federal agencies and to submit high quality applications for funding;
  4. promote research that will be aimed at developing a better understanding of health care services issues pertaining to Hispanic Americans;
  5. encourage Hispanic researchers to work individually and collaboratively in health services research activities to address the range of health care issues in the Hispanic American community;
  6. foster a Hispanic network for communication and collaboration regarding health care financing issues.

This announcement invites applications for small research projects that will examine health services and health disparities research issues related to the Hispanic population and, through this experience, enhance the capacity of Hispanic researchers to successfully compete for CMS research and program funds in the future. To be eligible for funding under this grant program, applicants must be:

  1. a faculty member of a Hispanic serving institution offering a Ph.D. or Master's Degree program in Administration, Management, Allied Health, Nursing, Pharmacology, Public Health, Public Policy, Finance, Gerontology, Marketing, Health Care Administration, Social Work; or
  2. a member of Hispanic Serving Health Professions; or,
  3. a member of the Inter-University Program for Latino Research (IUPLR); or,
  4. Hispanic Serving Organizations and professional associations with a member of health services research component.

OTHER CMS GRANT OPPORTUNITIES

The Agency has also provided support in past years for other grant programs. Some grant announcements, like the Dissertation Grant fellowship program, have helped to increase the cadre of doctoral candidates working with CMS data at the highest professional level. Other grant programs have helped CMS address specific research needs related to the future of the Agency's programs. Unsolicited grant applications may be submitted, and do receive careful review within the Agency, but are rarely funded due to the limited overall research funding available.
