OPM offers rigorous, state-of-the-art evaluation approaches and
causal evaluation models for determining the effectiveness of human
resource management systems or other human capital programs, including
pilot studies and human resource demonstration projects. We use
a multi-method approach to evaluation, and our evaluations include
use of workforce data, human capital metrics, surveys, focus groups,
interviews, and program performance data.
