HRSA’s Fiscal Year 2004 budget totals $7.21 billion,
an increase of $190 million over FY 2003 figures.
HRSA’s Consolidated Health Center program accounted for over half
of the increase. Funds to continue President Bush’s five-year
initiative to expand the health center system rose to almost $1.62
billion in FY 2004, an increase of more than $112 million over
FY 2003.
Other substantial increases were targeted to Ryan White CARE Act
programs that provide assistance to people living with HIV/AIDS
($26.9 million), Bureau of Health Professions programs ($26.7
million), and community-based abstinence education programs ($15.4
million).
“The new funds for the health center expansion show that Congress
joins the President in viewing health centers as a key element
in increasing access to health care,” said HRSA Administrator
Elizabeth M. Duke. “The President’s request for an additional
$218 million for health centers in his FY 2005 budget – together
with his request for $35 million more in Ryan White funds – reflect
the broad support that major HRSA programs enjoy at the White
House and on Capitol Hill.”
