HRSA Announces New HIV/AIDS Associate Administrator

HRSA Administrator Elizabeth M. Duke today announced the selection of Deborah Parham, Ph.D., M.S.P.H., R.N., as the associate administrator for HRSA’s HIV/AIDS Bureau.

“I am delighted to have such a seasoned professional as Deborah Parham on HRSA’s leadership team,” said Dr. Duke.  “She brings a wealth of experience in the effort to provide access to health care and treatment for people living with HIV/AIDS.”

As associate administrator for HRSA’s HIV/AIDS Bureau, Parham is responsible for directing the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act program, which provides medical care, treatment, referrals and social services to people living with and affected by HIV/AIDS throughout the United States and its territories.  Working with a staff of 150, she administers a budget of $1.9 billion for programs that serve more than 550,000 individuals each year.  In addition to HIV/AIDS programs, Parham oversees HRSA’s Office for the Advancement of Telehealth and the Center for Quality.

Parham has been the acting associate administrator of HAB since January 2002 and served previously as the deputy associate administrator for the bureau since November 2000.  As the HAB deputy associate administrator, Parham was principal advisor to the associate administrator, playing a key role in the oversight of more than a billion dollars in some 700 programs that address many critical health care needs for people living with and affected by HIV/AIDS.  She came to HRSA in 1983 and has served in a variety of roles, including public health analyst, chief nurse and perinatal coordinator.

Parham received a bachelor of science degree in nursing from the University of Cincinnati.  She earned a master of science in public health and a doctor of philosophy in public health from the University of North Carolina at Chapel Hill.  She holds the rank of captain in the U.S. Public Health Service Commissioned Corps.
