As part of its statutory authority and responsibility to analyze sentencing issues, including operation of the federal sentencing guidelines, and in accordance with Rules 3.5 and 5.2 of its Rules of Practice and Procedure, the Commission has preliminarily identified certain priorities as the principal focus of its policy development work in the coming year. The Commission invites comment on these tentatively identified priority areas and on any other sentencing issues that it should address during the coming year. The Commission has tentatively scheduled a hearing to receive public comment on these matters.
DATES: A hearing to receive public comment on future policy development priorities has been set for June 17, 1998, in the Commission’s offices. Public comment and written testimony for the public hearing should be received on or before June 11, 1998.

Pursuant to its authority under section 994(a), (o), and (p) of such title and section 2(g) of the No Electronic Theft Act of 1997, Pub. L. 105–147, the Commission is considering promulgating an amendment to the guidelines and commentary in order to implement directives to the Commission contained in the No Electronic Theft Act. The proposed amendment and a synopsis of the issues addressed are set forth in Part II of the Commission’s May 21, 1998, Federal Register notice. The Commission seeks comment on the proposed amendment, as well as alternative proposed amendments. Bracketed text within a proposal indicates alternative proposals and that the Commission invites comment and suggestions for appropriate policy choices.
DATES: Pursuant to 28 U.S.C. § 994(p), the Commission has specified an effective date of November 1, 1998, for the amendments submitted to Congress, subject to their acceptability to Congress.
Written public comment on the amendments proposed to implement the directives in the No Electronic Theft Act of 1997 should be submitted not later than August 31, 1998.
