    Salary and Benefits*

    Although the OCC is a part of the federal government, it has a more flexible salary and benefits program. Many benefits are paid for by the OCC, at no cost to its employees, while others are generously subsidized by the agency. Here is a list including the major available benefits.     Salary

    The OCC offers a merit pay program with competitive salaries. It is based on providing equal pay ranges for jobs with comparable responsibilities. Pay increases are based on individual performance without regard to national origin, race, sex, religion, age, color, disability, or other nonmerit factors.

    Jobs in certain cities also receive geographic pay differentials, which are paid in addition to base salary to recognize cost-of-labor differences. Go to Top of Page


    Benefits

    Medical

    Employees are offered a choice of plans and options. The OCC contributes about 75 percent of the cost, depending on the plan selected. Many plans are available to employees and their families, including fee-for-service plans, health maintenance organizations (HMOs), and point of service plans. Not all plans are available in all areas of the country. There are no waiting periods or exclusions for pre-existing conditions. Go to Top of Page


    Dental

    OCC provides dental insurance coverage to employees and their families at no cost to the employees. Employees may elect to participate in either a Preferred Provider/Traditional dental plan or a dental managed care plan. The Preferred Provider/Traditional plan allows your choice of a dentist from the preferred provider network or a non-network dentist. Routine services rendered by a network dentist are covered in full, other services may be subject to a deductible and coinsurance. Under the managed care plan, you may choose a primary care dentist from the managed care network. Managed care dental benefits are subject to differing copays according to the eligible services.

    Both programs emphasize preventive dental care and early treatment to help employees and their families to avoid more serious work later on. They offer coverage for diagnostic services as well as major and minor restoration. Go to Top of Page


    Vision

    OCC provides vision insurance coverage at no cost to employees and their families. Coverage includes reimbursement according to a fee schedule for eye examinations, frames and lenses, or contact lenses, once every 12 months. Employees may choose to have services rendered by a participating provider who will extend a discounted fee and take care of filing the claim. Go to Top of Page


    Group Life Insurance

    Group life insurance is available to OCC employees either under the Federal Employees Group Life Insurance Plan or through OCC's Group Life Insurance Plan. Both of these plans provide excellent coverage at minimum cost to OCC employees. Additional coverage is also available for the families of OCC employees. Go to Top of Page


    Accidental Death and Dismemberment Insurance

    Employees are offered worldwide, 24-hour protection against accidental death and dismemberment. Employees may select self-only or family coverage. This plan pays benefits in addition to other life insurance coverage. Employee cost varies according to the plan selected. The insurance provides excellent coverage at minimum cost to OCC employees.     Business Travel Accident Insurance

    This coverage protects employees in case of accidental death and dismemberment while traveling on official business or while they are on OCC premises doing their official duties. OCC pays the entire cost of this benefit. Coverage also extends to the employee's spouse, domestic partner, and dependent children during relocation visits and subsequent relocation trips and when invited to attend OCC-sponsored conferences, meetings, etc. Go to Top of Page


    Domestic Partner Benefits

    Employees with domestic partners and the children of domestic partners are eligible to receive a health insurance subsidy if they are not eligible for subsidized health insurance coverage through another employer or covered under any other group sponsored plan. The amount of the subsidy will be determined annually.

    Domestic partners and their children are also eligible for the OCC Dental/Vision Insurance, OCC Business Travel Accident Insurance, and OCC Employee Assistance programs at no cost to the employee. Coverage is also available under the OCC Group Life Insurance and OCC Accidental Death and Dismemberment Insurance programs at minimum cost to the employee.

    For employees who relocate, the OCC provides domestic partners and their children with the same allowances, services, and benefits that are available to the spouses and children of employees. Go to Top of Page


    Flexible Spending Accounts

    Employees who wish to pay for eligible out-of-pocket health care and/or dependent day care expenses can participate in the OCC Flexibile Spending Account Program (FlexFund). To participate in either the health care or dependent care flexible spending accounts, employees may elect to contribute between $100 and $5,000 per year in pre-tax dollars. Employees who are married and file separate income tax returns may contribute an annual maximum of $2,500 to the dependent care account. Go to Top of Page


    Life Cycle Account

    The OCC provides employees with an annual allowance of $500 that can be used for lifestyle purposes. Employees may choose to have the $500 deposited into the health care or dependent care reimbursement accounts under the OCC flexible spending account program or to receive that benefit in cash, which is taxable.     Retirement Program

    All employees hired after December 31, 1983, are covered under the Federal Employees Retirement System (FERS). FERS is a contributory plan (mandatory employee and employer contributions) that provides benefits toward your retirement (optional or disability) and eligible survivors. FERS is comprised of three components. They are:

    • Social Security Benefits
    • Basic Benefit
    • Thrift Savings Plan (TSP)

    FERS is a highly portable pension plan. If you leave federal employment, you can take many of your benefits with you.

    While covered under FERS, you will pay Social Security taxes and a small contribution to the Basic Benefit Plan. Upon retirement, your Social Security benefit and Basic benefit are provided according to a formula that is based on your pay and creditable years of service. The TSP component is similar to a 401(k) plan in private industry. The TSP offers you the opportunity for pre-tax savings and a matching contribution from the OCC. Once eligible, you may make tax deferred contributions up to 14 percent of your salary, subject to IRS limits. The OCC will automatically contribute 1 percent of your pay each pay period into your TSP account. Also, the OCC will match your contributions up to a total of 5 percent. The retirement income you receive from FERS will depend on the amount you have contributed to all three components. Your TSP component will provide a benefit determined by how much you and the OCC have contributed to your account during your time as an active employee.

    Additionally, the OCC offers a separate 401(k) plan for all OCC employees. You may contribute up to 10% of salary on a pre-tax basis. The OCC provides a discretionary matching contribution currently set at 2 percent of salary. Since both the TSP and OCC 401(k) are defined contribution plans, your aggregate contributions to both plans are subject to the IRS limits. Go to Top of Page


    Disability Program

    Employees are automatically enrolled in OCC's Long Term Disability Insurance Program. This insurance provides benefits after a six month period of disability of up to 60 percent of the adjusted base salary, including benefits from all other sources, such as retirement, workers compensation, and social security. Coverage is at no cost to employees. Employees who wish insurance coverage for disabilities during their first six months of a disability may enroll in the OCC voluntary short term disability program. Go to Top of Page


    Vacation, Sick Leave, and Holidays

    Vacation days (or annual leave) accumulate at a rate of 13 to 26 days each year depending on length of employment. Prior federal, civilian, or military service is counted toward the annual leave account.

    Sick leave accrues at a rate of 13 days each year with unlimited accrual.

    Physical Exam Program

    The OCC's Physical Examination Program (PEP) allows employees to be reimbursed for out-of-pocket expenses associated with a routine physical examination. Employees can be reimbursed every 24 months for up to $200 and executives can be reimbursed annually for up to $300. Go to Top of Page


    Public Transporation Subsidy

    This program provides OCC employees with a nontaxable subsidy in transit media, up to a maximum of $100 a month, for use on established public transportation systems to commute to and from their regulare place of business. Go to Top of Page


    Travel Impact Award Program

    This program is designed to recognize some of the hardships associated with the high level of travel performed by certain OCC employees. The amount of the award is based on the number of nights employees spend in official travel status performing direct bank supervision work. Go to Top of Page


    Relocation Allowances

    Available allowances for relocating an employee's household may include a pre-transfer trip, lump sum allowance, home-finding asssistance to buyers and renters, real estate closing costs, home-sale service, loss-on-sale protection, mortgage assistance, mortgage interest differential, mortgage subsidy, shipment of household goods, self-move, transportation to new residence, lodging and per diem en route, employment assistance for an employee's spouse or domestic partner, and a miscellaneous expense allowance.     Compressed Work Schedule

    This alternative to the traditional workday allows many employees to work eight 9-hour days, one 8-hour day, and have one day off every two weeks. This is referred to as a 5/4/9 schedule. Employees who are in travel status may also be eligible to work four 10-hour days or a 4/10 schedule. Go to Top of Page


    Employee Assistance Program

    The OCC's Employee Assistance Program (EAP) provides confidential professional assessment and referrals to help you with problems of a personal nature, 24 hours a day, 365 days a year. The EAP helps you determine the need for further professional services in areas such as relationship issues, child/elder care, parenting questions, financial planning, and personal legal issues. Referral and resource services are provided by the EAP to OCC employees at no cost. Go to Top of Page
