Volume I, Principles of Federal Appropriations Law, 3rd Edition

The online version of the third edition of Volume I, Principles of Federal Appropriations Law (commonly referred to as the Red Book), now includes links to many of the cited GAO decisions. You can also link it to its companion index and table of authorities (Index/TOA) by following the instructions below. While not all decisions cited in the Red Book are currently available electronically, links will be added as the database is updated.

Using Volume I and its Index and Table of Authorities Together

Downloading Volume I and the Index/TOA permits easy movement between a word in the index or a citation in the TOA and the location of that word or citation within Volume I.

 

Downloading Instructions
To make it possible to use Volume I and the Index/TOA as connected documents, follow either one of these procedures:

 

Option 1

  • Download the Zip file below, which consists of three component files (Vol. I 3rd ed., Index/Table of Authorities for Vol. I, and User Instructions).
  • Extract the three component files to one folder on your personal computer. We suggest "My Documents" or, for Apple Macintosh, the "Downloads" folder.
  • To use the files, open each component file individually with Acrobat Reader.

OR Option 2
  • Download the three component files individually. Right-click on the link to the component file, and then choose "Save target as" or Save link target as." Make sure each file is saved in the same folder. We suggest "My Documents" or, for Apple Macintosh, the "Downloads" folder.
  • To use the files, open each component file individually with Acrobat Reader.
