Office of Programs

Dorothy Isherwood

The Office of Programs, directed by Dorothy Isherwood , coordinates direct services to railroad retirement beneficiaries and all claims processing operations. Ms. Isherwood also serves as a member of the agency's Executive Committee.  The Office of Programs is organized into five major components:

 Operations
  Directed by Robert J. Duda, this unit is responsible for claims operations for retirement, survivor, disability, Medicare, unemployment and sickness benefits.
Picture of Engine  Policy and Systems
  Directed by Ron Russo, this unit is responsible for developing and maintaining systems, both personal computer and mainframe-based processes, to support the Office of Programs.
Picture of Engine Assessment and Training
  Directed by Catherine A. Leyser, this unit conducts reviews to ensure efficient performance and identifies training needs.
Picture of Engine Resource Management Center
  Directed by Cecilia A. Freeman, this unit provides administrative support for the Office of Programs.

  Directed by Martha M. Barringer, this unit has oversight responsibility for the agency’s nationwide field offices.
