The Office of Programs, directed by Dorothy Isherwood , coordinates direct services to railroad retirement beneficiaries and all claims processing operations. Ms. Isherwood also serves as a member of the agency's Executive Committee. The Office of Programs is organized into five major components: |

Operations |
Directed by Robert J. Duda, this unit is responsible for claims operations for retirement, survivor, disability, Medicare, unemployment and sickness benefits. | |
Policy and Systems | |
Directed by Ron Russo, this unit is responsible for developing and maintaining systems, both personal computer and mainframe-based processes, to support the Office of Programs. | |
Assessment and Training | |
Directed by Catherine A. Leyser, this unit conducts reviews to ensure efficient performance and identifies training needs. | |
Resource Management Center | |
Directed by Cecilia A. Freeman, this unit provides administrative support for the Office of Programs. | |
Field Service | |
Directed by Martha M. Barringer, this unit has oversight responsibility for the agency’s nationwide field offices. | |
