Privacy Policy

  1. NECO is provided as a public service by the Naval Supply Systems Command (NAVSUP) procurement automation branch in Mechanicsburg, PA. Its purpose is to provide information that NAVSUP deems relevant to the Department of the Navy community, its industry partners, and the general public.

  2. Information presented on NECO is considered public domain and may be distributed or copied. Use of appropriate byline/photo/image credits is requested.

  3. For site management, IP addresses and pages visited are collected for statistical purposes. This government computer system uses software programs to create summary statistics, which are used for such purposes as assessing what information is of most and least interest, determinig technical design specifications, and identifying system performance or problem areas.

  4. For site security purposes and to ensure that this service remains available to all users, this government computer system employs software programs to monitor network traffic to identify unauthorized attempts to upload or change information, or otherwise cause damage.

  5. Except for authorized law enforcement investigation, no other attempts are made to identify individuals users or their usage habits. Raw data logs are used to simply determine how many users are accessing the site, which pages are the most popular, and from which top level domain users are coming. These data logs are scheduled for regular destruction in accordance with National Archives and Records Administration guidelines.

  6. Unauthorized attempts to upload information or change information on this service are strictly prohibited and may be punishable under the Computer Fraud and Abuse Act of 1987 and the National Information Infrastructure Protection Act.

  8. Cookie Disclaimer: NECO does not use persistent cookies, i.e. tokens that pass information back and forth from your machine to the server and remain after you close your browser. NECO does use session cookies, i.e., tokens that remain active only until you close your browser.

Privacy Advisory

NECO maintains a list server to allow users to receive the latest information about contract procurements and other relevant information. If you elect to subscribe to this service, your email address will be stored so that you can receive periodic email updates.

If you choose to send email to the NECO feedback, any contact information that you provide will be solely used to respond to your request and not stored.


Example of Information Collected from NECO for Statistical Purposes

If you do nothing during your visit but browse through the website, read pages, or download information, we automatically collect and store the following information about your visit:

  • The Internet domain (for example, "xcompany.com") and IP address (a number that is assigned to your computer when you are online) from which you access our website;
  • The type of browser and operating system used to access our site;
  • The date and time you access our site;
  • The pages you visit; and
  • If you linked to the NECO website from another website, the address of that website.

This information is collected for statistical purposes and the NECO Webmaster receives analyses of user behavior in order to measure user interest in the various areas of the site.

Below is an example of the information collected based on a standard request for a World Wide Web document:

xxx.yyy.com (or 123.123.23.12) -- this is the host name (or IP address) associated with the requester (you as the visitor). In this case, the requester (xxx.yyy.com) is coming from a commercial address. Depending on the requestor's method of network connection, the host name (or IP address) may or may not identify a specific computer. Connections via many Internet Service Providers assign different IP addresses for each session, so the host name identifies only the ISP. The host name (or IP address) will identify a specific computer if that computer has a fixed IP address.

GET, /sc_guide/sample_b.html—this is the location of the requested file

200—this is the status code - 200 is OK - the request was filled

60797—this is the size of the requested file in bytes

Mozilla/4.0 (compatible; MSIE 5.0; Windows 98; DigExt)—this identifies the type of browser software used to access the page, which indicates what design parameters to use in constructing the pages

Requests for other types of documents use similar information. No user-identifying information is collected
