PROFESSIONAL MILITARY EDUCATION (PME) IS A VALUABLE AND IMPORTANT ASPECT OF BOTH OFFICER AND ENLISTED MARINE PROFESSIONAL DEVELOPMENT. CONSEQUENTLY, THE MARINE CORPS ESTABLISHED COMPLETION OF APPROPRIATE PME BY GRADE AS A REQUIREMENT FOR SELECTION FOR SNCO SELECTION BOARDS AS OUTLINED IN REFERENCES A THROUGH F. WHILE COMPLETION OF PME IS NOT A REQUIREMENT FOR SELECTION AT OFFICER PROMOTION BOARDS, SUCCESSFUL COMPLETION OR DEMONSTRATION OF PROGRESS IN PME MAY MAKE AN OFFICER BETTER QUALIFIED FOR SELECTION. IT TAKES A COMMITMENT OF TIME AND AVAILABILITY ON THE PART OF OUR OFFICERS AND ENLISTED MARINES TO COMPLETE THE REQUIRED PME COURSES, BOTH RESIDENT AND NON-RESIDENT. I AM ALSO AWARE THAT DUE TO THE HIGH DEPLOYMENT TEMPO OF MARINE UNITS DURING THIS PAST YEAR IN SUPPORT OF OPERATIONS AROUND THE WORLD, THERE ARE MANY WELL-INTENTIONED AND HARD WORKING OFFICERS, SNCOS, AND SGTS WHO MAY NOT HAVE HAD THE ABILITY OR THE ACCESS TO COMPLETE THEIR REQUIRED PME. THIS ALMAR OUTLINES ACTIONS TO MITIGATE THE IMPACT OF INCREASED DEPLOYMENT TEMPO ON OFFICER AND SNCO PROMOTION OPPORTUNITIES. 2. POLICY ON SNCO PROMOTIONS. THE PRECEPT THAT CONVENED THE FY04 USMC GYSGT SELECTION BOARD ON 19 APR 04 WAS MODIFIED TO WAIVE THE PME REQUIREMENT FOR SELECTION TO GYSGT. THIS WAIVER WILL ALSO BE IN EFFECT FOR THE FY04 USMC SSGT SELECTION BOARD SCHEDULED TO CONVENE ON 19 JUL 04. WHILE THESE SELECTION BOARDS WILL STILL CONSIDER PME AS ONE OF THE MANY FACTORS IN A MARINE'S RECORD TO DETERMINE THE BEST QUALIFIED FOR PROMOTION, COMPLETION OF PME WILL NOT BE A REQUIREMENT FOR SELECTION. A. THIS TEMPORARY WAIVER OF PME REQUIREMENTS FOR THE REMAINING FY04 SNCO SELECTION BOARDS DOES NOT CHANGE EITHER THE PME BY GRADE REQUIREMENTS SET FORTH IN REF D OR THE PME REPORTING REQUIREMENT AS SET FORTH IN REF E. ALL MARINES ELIGIBLE FOR PROMOTION CONSIDERATION SHOULD CONTINUE TO STRIVE TO THE BEST OF THEIR ABILITY TO COMPLETE THE PME REQUIREMENTS FOR THEIR GRADE. B. THIS WAIVER OF PME REQUIREMENTS FOR THE FYO4 GYSGT AND SSGT SELECTION BOARDS IS NOT RETROACTIVE FOR PREVIOUS SNCO SELECTION BOARDS AND CANNOT BE USED AS A BASIS FOR REQUESTING REMEDIAL CONSIDERATION FOR PROMOTION FOR PREVIOUS BOARDS. C. ENLISTED MARINES SELECTED FOR PROMOTION WHO ARE NOT PME COMPLETE AT THE TIME OF THEIR SELECTION WILL STILL BE EXPECTED TO COMPLETE THE REQUIRED PME FOR BOTH THEIR PRIOR GRADE AND THEIR NEW SELECT GRADE PRIOR TO THEIR NEXT PROMOTION SELECTION BOARD. FAILURE TO DO SO MAY ADVERSELY IMPACT FUTURE PROMOTION OPPORTUNITIES. D. ENLISTED MARINES ELIGIBLE FOR PROMOTION CONSIDERATION ARE REMINDED THAT THEY MAY SUBMIT A LETTER TO THE PRESIDENT OF THEIR RESPECTIVE SELECTION BOARD TO CLARIFY ANY PORTIONS OF THEIR MILITARY RECORD, TO INCLUDE THE IMPACT OF INCREASED OPERATIONAL DEPLOYMENTS ON THEIR PROGRESS TOWARD COMPLETING THEIR PME. 3. POLICY ON OFFICER PROMOTIONS. ALTHOUGH COMPLETION OF PME IS NOT A REQUIREMENT FOR SELECTION AT OFFICER PROMOTION BOARDS, PME MAY MAKE AN OFFICER BETTER QUALIFIED FOR SELECTION. INCREASED OPERATIONAL COMMITMENTS MAY HAVE ALSO PRECLUDED SOME OFFICERS FROM COMPLETING OR MAKING PROGRESS ON THEIR PME. PER REF G, ELIGIBLE OFFICERS ARE AUTHORIZED TO SUBMIT A LETTER TO THE PRESIDENT OF THEIR RESPECTIVE PROMOTION SELECTION BOARD TO CLARIFY ANY PORTIONS OF THEIR MILITARY RECORD. THIS CAN INCLUDE EXTENUATING CIRCUMSTANCES RELATED TO PME PROGRESS. INSTRUCTIONS ON COMMUNICATING WITH A PROMOTION BOARD PRESIDENT ARE CONTAINED IN MARADMIN 132/04, AND WILL BE REITERATED IN EACH PROMOTION BOARD CONVENING NOTICE. 4. ACTION. COMMANDERS ARE DIRECTED TO DISSEMINATE THE INFORMATION CONTAINED IN THIS ALMAR TO ALL MARINES UNDER THEIR COGNIZANCE. 5.
