In support of the President's Management Agenda, the US Office of
Personnel Management e-Government is a group dedicated experienced professionals
delivering on the promise of e-Gov project initiatives relating to Human
Capital Management and Resources. These initiatives enable the federal
government to better lead, manage and drive enterprisewide Human Capital
Management and Resource execution.
OPM is Managing Partner to six Presidential e-Government Initiatives,
under the Internal Efficiency and Effectiveness portfolio. These initiatives
support the recruitment, selection and development of human capital
and resources across Government. OPM e-Gov initiatives enable the government
to execute its most essential HR business strategies. The OPM e-Gov
initiatives consist of a number of components that, together, provide
a powerful framework for departments of the federal government to consolidate
information into a single, trusted framework for execution. These six
inter-related initiatives support a government worker's life cycle and
are composed of e-Clearance, e-Training, e-Payroll, Human Resource Information
Systems (HRIS), Enterprise Human Resource Integration (EHRI) and Recruitment
One-Stop.
OPM e-Gov, in total, provides the infrastructure and methodologies
to consolidate disparate resources and processes into a trusted Federal
enterprise Human Capital management and resources IT system. This system
presents its value to Federal stakeholders via a single Federal enterprise
architecture, where enterprisewide government websites are a dynamical
driven "eBusiness" portal. The cumulative effect of the six
initiatives yields $2.7 BILLION IN TAX SAVINGS OVER THE LIFE OF THE
INITIATIVES and unprecedented increases in efficiency and effectiveness
of the management of human capital and human resources.
Overview
The US Office of Personnel Management (OPM) e-Government's essence is
innovation. This innovation represents improving business practices,
service delivery, technology integration, and performance metrics. In
turn, OPM e-Government innovation efforts represent to the citizen greater
tax savings, and having a government that is more citizen-centered,
results-oriented and market-based.
Over the last couple of years, the US Office of Personnel Management
e-Government (OPM e-Gov) has built up significant interest in changing
the face of government through the use of information technology. Project
initiatives range from consolidation and migration of payroll systems,
to developing a federal enterprisewide recruitment and job posting website.
The E-Gov Act of 2002 mandates that the government pursue opportunities
to leverage information technology in a cost effective way to enable
the Federal Enterprise to be more citizen-centered, and market driven.
OPM e-Gov's six initiatives is a part of the overall twenty-five Governmentwide
e-Government initiatives that are authorized by the e-Gov Act of 2002.
These e-Government initiatives are an integral part of President Bush's
Management Agenda. The US Office of Personnel Management is a managing
partner in e-Gov in conjunction with the Office of Management and Budget
who administers all e-Government activities for the US Federal Government.
As a first mover in an emerging "web-first" and "enterprisewide
" government environment, OPM Director Kay Coles James, has led
the Office of Personnel Management to become an innovator and leader
in the development of Strategic Human Capital Management solutions for
the Federal Government.
